1. How long does it take to process a permit application?
Permit application processing takes three to five business days.
2. How are permits issued?
A select number of permits are issued on a first-come, first-served basis. Approval is not guaranteed.
3. Do you take credit cards for film/photography permit fees?
No. We currently only accept money orders or certified checks payable to the NYC Department of Transportation, delivered in-person or sent by a trackable method.
4. Can I stay on the boat for the return trip?
No. The USCG-mandated Staten Island Ferry security plan requires you to exit the boat upon docking and reboard with the other passengers.
5. What is the maximum number of people I can bring with me?
No more than twelve (12) persons, including cast and crew, are allowed with this permit.
6. Do you provide parking for permittees?
No. We do not provide parking.
7. Is there a time limit when requesting a permit?
There is no limit on your time range. However, there is a limit of five date requests per application.
8. Why are film/photography permits not allowed during weekday mornings and afternoon rush hours?
The Staten Island Ferry provides transportation service from Staten Island to Manhattan and back for residents, tourists, and other commuters. Permits are not issued to film/photograph during weekday rush hours (6am to 9:30am and 3:30pm to 7pm).
9. Can a permit application be submitted for any day/date?
Permits will not be approved or issued for select City of New York events or holidays at the discretion of the Deputy Commissioner.
10. Can we use a drone to film or photograph?
Drones of any type are not permitted within 100 yards of ferries and terminals.
11. Can I use tables or props to film/photograph?
No. Tables, structures, easels, tripods, or any props are not permitted. Only handheld film equipment is allowed.
12. Can you store our belongings while we use our permit?
No. We do not provide storage.
13. Can we film/photograph anywhere in the terminals and ferryboats?
You may request to film or photograph only in the public areas on ferryboats and in the terminals.
14. Can we book an entire ferryboat to use privately for filming?
No. Ferryboats are not available for private use.
15. Can we section off a part of the ferryboat for filming?
No. No section of the boat can nor will be sectioned off for filming to avoid impediment to Staten Island Ferry commuters.
16. Can you ensure that we take the same ferryboat back and forth if we need to make multiple trips?
No. There is no guarantee that the same boat will make the trip back and forth during the time you have a permit to film.
17. What happens if the weather is bad and we need to reschedule?
A new permit and payment of filming fees must be submitted. You cannot use an existing permit on a different date due to weather or for any other reason.

4. Can I distribute food and clothing?
No. The distribution of food and clothing is prohibited in our terminals and on our ferryboats.
5. Can I distribute any kind of literature?
The distribution of literature advertising alcohol on City property is prohibited pursuant to NYC Executive Order 44. In addition, literature advertising services for which payment is required are not permitted. Materials containing hate speech, inciting violence, or otherwise posing a safety risk to our employees or passengers will not be permitted.
6. Do you provide parking for permittees?
No.

Requests to distribute literature are limited to the Staten Island Ferry terminals of Whitehall and/or St. George. Requests to distribute literature at the following NYC DOT-owned piers may be granted upon Deputy Commissioner approval: Pier 11, East 34th Street, and the Battery Maritime Building (BMB) Slip # 5.
12. Can I make changes to the literature that was approved?
Permits are granted after reviewing the documentation submitted with the original application. If any changes are to be made to that documentation, a new application must be submitted no later than three to five business days before the scheduled distribution date.
Musical Performances in Terminals
Musical performances in the Staten Island Ferry terminals are reviewed and approved on a case-by-case basis by NYC DOT in conjunction with the MTA Music Under New York (MUNY) Program.
