New York City Rules and Regulations

The laws and rules of the City of New York are published in the New York City Charter, the New York City Administrative Code and the Rules of the City of New York. The most updated versions of these publications are available on the American Legal Publishing (ALP) website. New York City Charter

The New York City Charter defines the organization, functions, and essential procedures and policies of NYC government. NYC DOT's authority can be found in Chapter 71 of the New York City Charter.

New York City Administrative Code

The New York City Administrative Code contains the codified local laws of New York City enacted by the New York City Council and Mayor.

The majority of local laws pertaining to NYC DOT can be found in Title 19 of the New York City Administrative Code, however, other titles—including, but not limited to—Title 7 and Title 10 of the New York City Administrative Code contain local laws relevant to NYC DOT.

Rules of the City of New York

The Rules of the City of New York contain the rules and regulations for New York City Agencies. NYC DOT's rules can be found in Title 34 of the Rules of the City of New York.

Highway Rules can be found in Chapter 2 of Title 34 of the Rules of the City of New York. Chapter 2 includes rules regarding street construction permits, permit fees, requirements for sidewalk, curb and roadway work, flood mitigation systems, and other related information. NYC DOT's Penalty Schedule can be found in Chapter 3 of Title 34 of the Rules of the City of New York. Chapter 3 lists penalties associated with NYC DOT violations that are adjudicated at the Office of Administrative Trials and Hearings (OATH) through the Environmental Control Board (ECB). Traffic Rules can be found in Chapter 4 of Title 34 of the Rules of the City of New York. Chapter 4 includes rules regarding traffic signals, parking, bicycles, moped share and carshare, pedestrian plazas, buses, taxi/for-hire vehicles, trucks, and other related information. This proposed rule would amend Section 4-07 of the Traffic Rules to remove the prohibition on the operation of mopeds (limited use motorcycles) on the Brooklyn Bridge and the lower roadway of the Ed Koch Queensboro Bridge. This rule establishes and implement a permit for the use of microhubs as part of a pilot program mandated by Local Law 166 of 2021 to aid in congestion reduction and increase freight sustainability. Notice of Adoption – Revocable Consent for Electric Micromobility Device Battery Swapping and Charging Cabinets
The adopted rule authorizes property owners and tenants to apply for and be granted a revocable consent for the installation of an electric micromobility device battery swapping and charging cabinet on sidewalks within the public right of way in front of their properties.
