Clergy Parking Permits

  • Clergy Parking Permits that expire in 2020 and 2021 have been extended and will be honored until June 30, 2021.

  • Vehicles displaying an expired Clergy Parking Permit on or after July 1, 2021 will be subject to ticketing and/or towing.

  • Any Clergy Parking Permits that expired in 2019, or an earlier year, will be issued a summons. Do not use permits with a 2019 or prior year expiration date.

  • We are now accepting Clergy application by mail. Do not drop off applications at the office.

  • Clergy Parking Permit questions may be emailed to clergypermit@dot.nyc.gov.

Clergy Parking Permits are issued annually to houses of worship for their clergy to park when conducting ministerial duties at their houses of worship, funeral homes and hospitals. Clergy Permits allow parking for up to five hours in No Parking zones adjacent to the house of worship, for up to three hours in No Parking zones adjacent to hospitals and for up to four hours in No Parking Zones adjacent to a funeral establishment when such member of the clergy is performing official duties. Clergy qualify if they work an average of at least twenty hours per week officiating at or presiding over services of a religious corporation or association of any denomination. One permit is issued to a house of worship with up to three plates on the permit. Permits expire one year after being issued.

Applying for the Permit

The religious corporation or association on whose behalf the clergyperson officiates must verify its status as a religious corporation and that its location is used for religious services. The clergyperson or institution whose license plate numbers will appear on the permit must submit documentation regarding vehicle registration and income sources.

Documents Required for a House of Worship Permit

  • Letter from Department of the Treasury establishing the religious corporation or association as tax exempt under section 501 (c) (3) of the Internal Revenue Code, or New York State Certificate of Incorporation.
  • Deed to the property or lease which demonstrates the religious corporation uses the property principally as a meeting place for worship.
  • Certificate of Occupancy showing classification of the property as Occupancy Group F-1(b) under the New York City Building Code.
  • In the event that the address changes for the House of Worship, a Certificate of Occupancy, and deed or lease, for the new address must be submitted for review and approval.
  • If vehicle is owned by the institution, vehicle registration or long-term lease for the passenger car.
  • If vehicle is owned by the institution, insurance card for the passenger car.

Documents Required for a Clergyperson Permit

  • If vehicle is owned by the clergy member, vehicle registration or long-term lease for his/her passenger car.
  • If vehicle is owned by the clergy member, insurance card for his/her passenger car.
  • Proof of cleric status (copy of ordination certificate).
  • Notarized Statement attesting that he/she works an average of at least twenty hours per week from the cleric.
