What is NYCDOT’s DBE Goal?

As a recipient of Federal financial assistance, NYCDOT is required to establish goals for the participation of disadvantaged business enterprises (DBEs) in federally-assisted contracts. Every three years, NYCDOT establishes an overall agency goal. The NYCDOT DBE goal for Federal Fiscal Years 2019-2021 is 8.0% on contracts funded by the Federal Transit Administration (FTA). Specific goals are determined for each FTA-assisted contract based on the type of work and project.


It is the policy of NYCDOT to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of the USDOT assisted contracts. It is the intention of NYCDOT is to create an equitable environment in which DBEs can compete fairly for contracts and subcontracts relating to NYCDOT’s USDOT-assisted procurements.


The Federal DBE Program is a separate program and subject to different requirements from those of the Minority and Women-Owned Business Enterprise (MWBE) Programs of New York City and New York State.
