Paul Ochoa, Executive Deputy Commissioner
Paul Ochoa joined NYC DOT as Executive Deputy Commissioner in 2022, where he is responsible for the agency’s administrative divisions, including Budget and Capital Program Management, Contracts, Grants and Fiscal Management, IT & Telecom, Audits, Human Resources, and Facilities Management.
Prior to working for NYC DOT, Executive Deputy Commissioner Ochoa was the Department of Sanitation’s (DSNY) Chief Strategy Officer where he worked closely with DSNY leadership on advancing budget priorities, developing new policy ideas to reduce waste sent to landfills, and overseeing several of City Hall’s multi-agency initiatives for DSNY. Mr. Ochoa previously served as the Director of City Legislative Affairs at the NYC Mayor’s Office, where his team was responsible for the negotiation of hundreds of Locals Laws with the NYC Council, led the negotiations on the passage of the $98.7 billion Fiscal 2022 City Budget, and managed the adoption of major rezonings across the City yielding thousands of new affordable housing apartments in NYC.
Prior to his roles in NYC government, Mr. Ochoa worked at the California State Assembly where he focused on labor issues, immigrant rights, and environmental protection measures across California.
Mr. Ochoa holds a Master’s degree in Public Policy from Harvard’s John F. Kennedy School of Government, and a Bachelor of Arts in Economics from the University of California, San Diego. Mr. Ochoa is a proud first-generation immigrant from Mexico and currently lives in Brooklyn with his wife, son, and dog, Petunia.
