What is NYCDOT’s DBE Goal?

As a recipient of Federal financial assistance, NYCDOT is required to establish goals for the participation of disadvantaged business enterprises (DBEs) in federally-assisted contracts. Every three years, NYCDOT establishes an overall agency goal. The NYCDOT DBE goal for Federal Fiscal Years 2016-2018 is 9.0% on contracts funded by the Federal Transit Administration (FTA). Specific goals are determined for each FTA-assisted contract based on the type of work and project.

Proposed New Federal Fiscal Year 2019-2021 DBE Goal for Comment

NYCDOT is proposing a goal of 8.0% on contracts funded by the Federal Transit Administration (FTA) for Federal Fiscal Years 2019-2021. The public is encouraged to submit comments on NYCDOT’s goal proposal from July 6th thru August 6th by email at dbecomments@dot.gov.

NYCDOT DBE Policy:

It is the policy of NYCDOT to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of the USDOT assisted contracts. It is the intention of NYCDOT is to create an equitable environment in which DBEs can compete fairly for contracts and subcontracts relating to NYCDOT’s USDOT-assisted procurements.

DBE vs. MWBE:

The Federal DBE Program is a separate program and subject to different requirements from those of the Minority and Women-Owned Business Enterprise (MWBE) Programs of New York City and New York State. The MWBE Programs do not apply to federally funded contracts.
