Homeless Prevention

The agency’s Housing Services Administration (HAS) and Homelessness Prevention Administration (HPA) work together to help individuals and families secure and maintain safe, stable, and affordable housing. Through rental assistance, eviction prevention, legal assistance, and development of supportive housing, the agency promotes long-term stability.

Rental assistance programs help New Yorkers experiencing homelessness move out of shelter and into stable housing by providing emergency and ongoing rent subsidies.

The Office of Civil Justice (OCJ) provides free legal representation, advice and other legal assistance to New York City tenants facing eviction, harassment, disrepair and other housing-related issues.

OCJ is also implementing New York City’s groundbreaking right-to-counsel law, making it the first and largest city in the country to ensure that tenants facing eviction cases have access to free legal assistance.

OCJ’s legal services are free and available regardless of immigration status.

Homebase provides New Yorkers experiencing housing instability in the community with various homeless prevention services and aftercare services to families and individuals exiting New York City Department of Homeless Services (DHS) shelter to permanent housing.

You may be eligible for Homebase services if you:

  • Are at imminent risk of entering the New York City shelter system
  • Are low-income
  • Want to remain stably housed in your community

The Office of Supportive and Affordable Housing and Services (OSAHS) is focused on developing permanent housing solutions for formerly homeless individuals and families.

In partnership with community providers and city agencies, OSAHS connects New Yorkers to safe, supportive housing to help them achieve their maximum functional capacity.

OSAHS is the coordinating entity for New York City's 15/15 Supportive Housing initiative, working closely with the Department of Health and Mental Hygiene (DOHMH) and the Department of Housing and Preservation Development (HPD).

Affordable Housing Services is an innovative strategy that leverages existing housing voucher resources to expand affordable housing production, taking advantage of new to market buildings and existing housing stock.
