2025 Human Services Disclosure Reform

In collaboration with MOCS, the City of New York is excited to announce the rollout of several new human services disclosure reforms starting in March 2025!

In April, MOCS will offer a new and simplified Discretionary Prequalification (Discretionary PQL) for over a thousand small nonprofits that receive only City Council discretionary awards. MOCS will also add a 30- day extension option to the existing PQL and Discretionary PQL for financial statement audits or reviews that are not completed by a Certified Public Accountant (CPA) on the due date.

By August 2025, MOCS will add seven additional questions to the existing PQL in PASSPort to collect required disclosures under the NYC Conflict of Interest and Related Party Transactions Policy and Guidance for Contractors of Human Services. Please become familiar with this new Citywide policy and be prepared to disclose all related party transactions and potential conflicts of interest following the August update.

By packaging these reforms, the City of New York is reducing the administrative burdens currently affecting almost half of funded nonprofits. NYC is streamlining the process to help you get paid on time! For more information, please read the attached documents.

PASSPort

To do business with the City of New York, organizations need to create a vendor account in the City's Payee Information Portal (PIP) (to get paid) and also in Procurement and Sourcing Solutions Portal (PASSPort) (for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor's Office of Contract Services (MOCS) developed and maintains PASSPort.

Note: A PASSPort account is required to respond to solicitations (RFx). Organizations looking to respond to Health and Human Services (HHS) solicitations need to have an approved HHS Prequalification Application in PASSPort.
