A licensee cannot provide service unless BOTH the TLC license and DMV license (for drivers) and the DMV registration (for vehicles) are in good standing. For  New York State (NYS) licensed drivers and NYS registered vehicles, you may confirm that the DMV license/registration is neither suspended nor revoked by reviewing the NYS DMV Status list here; any licensee on these lists cannot provide service.

The NYS DMV Status link on this page is current as of yesterday.  Therefore, when you click on this link, it will take you to a page with lists that contain data that are current as of yesterday. All other TLC Licensee Lists on this page are updated daily.

Street Hail Livery Licenses: Information on the Bases that have purchased an SHL Base endorsement or vehicles that are affiliated with an SHL Permit can be found in the standard lists under each license class.  A comprehensive list of all SHL related Bases, Permits and Vehicles can be found in the section entitled Street Hail Livery Services.

For-Hire-Vehicle (FHV) Services

There are three classes of FHV service in New York City: Community Cars (aka Liveries), Black Cars, and Luxury Limousines. For-hire service must be arranged through a TLC-licensed base and performed by TLC-licensed drivers in TLC-licensed vehicles.

Community Cars and Black Cars provide pre-arranged transportation throughout New York City. These bases range in size from small, neighborhood-based operations to large fleet-type companies that provide citywide service.  Community Cars are required to offer passengers up-front flat fares.

Luxury Limousines provide pre-arranged premium transportation to clients throughout New York City.
