Medallion Brokers

Medallion brokers are licensed by the TLC to assist in the transfer of a medallion or obtaining a loan secured by a medallion. Licenses are valid for up to one year and expire on December 31st. See Licensed Medallion Brokers List.

Broker Rules and Reports

Apply for a Broker’s License

  1. Pay & clear all outstanding fines, suspensions, judgments, or tickets owed to TLC, DMV, Department of Finance (DOF), or other City / State agency.
  2. Submit the Business Name Reservation request via email to Name-Reservation@tlc.nyc.gov.  
  3. Collect and complete the below listed broker license application requirements:,
    • Note: Use the ORI number, “156GQS” and your TLC license number to log into the IdentoGo website and schedule your appointment.
    • Corporations must submit the certificate of incorporation, the NYS filing receipt, meeting minutes specifying the names and shares owned by each owner, and IRS issued proof of EIN (IRS issued CP575 or 147c).
    • Partnerships must submit the certificate of partnership, the NYS filing receipt, a list of all partners and ownership amounts, and IRS issued proof of EIN (IRS issued CP575 or 147c).  
    • LLCs submit articles of organization, the operating agreement, the NYS filing receipt, a list of all members with ownership amounts, and IRS issued proof of EIN (IRS issued CP575 or 147c).
    • Sole proprietors must submit a business certificate.
    • If the TLC licensed business is owned by a parent company, the above applicable records for that parent company must also be submitted to TLC.
    1. Complete the application for a TLC Broker’s license;
    2. Obtain a surety bond for fifty-thousand dollars ($50,000.00), payable to the City of New York;
    3. All owners & stockholders must be fingerprinted when filing a TLC application.   To schedule a fingerprint appointment, visit IdentoGo.  For additional instructions, see IdentoGo Fingerprint instructions
    4. Business records & proof of EIN:
    5. Valid government issued photo ID for all owners, partners, officers, and shareholders;
    6. Medallion ownership.  If the broker is a current officer in a corporation that owns a taxicab(s) or is a shareholder in a company that owns an interest in a taxicab(s), provide a list of: all owners’ names, company / corporation name(s), and medallion number(s).   
  4. Email the completed TLC broker application and all documents listed above, in PDF format, to BusinessMR@tlc.nyc.gov.
  5. TLC will review your submissions electronically.  Once TLC confirms your application is complete, you will be contacted to make an appointment to submit application licensing fees in person.
    1. The application fee for a one (1) year license is five hundred dollars ($500.00), payable by money order, company or certified check, or major credit card.

Update Broker’s License Information

  1. Read the Instructions for Filing an Application to Change of Corporate and/or D/B/A Name of a Business;
  2. Pay any outstanding parking, traffic, or TLC tickets;
  3. Gather all documents listed in the Checklist for a Change of Information Application;
  4. Complete the Application for an Broker License;
  5. Email the completed application and all required documents, in PDF format, to businessmr@tlc.nyc.gov;
  6. TLC will review your submissions electronically; once TLC confirms your application is complete, you will be contacted to make an appointment to submit licensing fees in person;

Renew a Broker’s License

All TLC Broker licenses expire on December 31st.  While the TLC may send licensed brokers renewal reminders, it remains each broker’s responsibility to timely renew their TLC license.

To renew a TLC broker’s license, follow the instructions below:

  1. Pay & clear any outstanding fines, suspensions, judgments, or tickets owed to TLC, DMV, Department of Finance (DOF), or other City / State agency.
  2. Pay the broker renewal fee online, using LARS.
  3. Collect & complete all required broker renewal documents, listed below:
    • Complete the TLC broker renewal application (link);
    • Obtain a surety bond for fifty-thousand dollars ($50,000), payable to the City of New York;
    • Broker annual disclosure form must be completed and emailed TaxicabBrokers@tlc.nyc.gov (the form is emailed via DocuSign link to each broker separately);
    • Provide a New York State Criminal History report for all individual owners, partners, officers, and shareholders (including dispositions, if applicable).  Instructions to obtain the report are available at Criminal History Record Search;
    • Business records:
      • Corporations must submit the certificate of incorporation, meeting minutes specifying the names and shares owned by each owner, and IRS issued proof of EIN.
      • Partnerships must submit the certificate of partnership.
      • LLCs submit articles of organization, the operating agreement, and a list of all members.
      • If the TLC licensed business is owned by a parent company, the above applicable records for that parent company must also be submitted to TLC.
    • Valid government issued photo ID for all owners, partners, officers, and shareholders;
    • Medallion ownership.  If the broker is a current officer in a corporation that owns a taxicab(s) or is a shareholder in a company that owns an interest in a taxicab(s), provide a list of: all owners’ names, company / corporation name(s), and medallion license number(s).
