Squad 2 oversees the Administration for Children’s Services (ACS), which includes the Division of Youth and Family Justice (DYFJ) and the City’s Juvenile Detention Centers. This Squad investigates misconduct, criminal activity, and systemic and policy failures, including wrongdoing by employees and contractors of these agencies such as the investigation that led to the guilty plea of an ACS Executive Director to stealing gift cards from children; the conviction of an employee of a City-contracted juvenile center for sexual misconduct with a resident; and investigations involving Workers’ Compensation fraud. Squad 2 also has conducted investigations into contraband smuggling at the City’s Juvenile Detention Centers, which have led to the arrest and conviction of juvenile detention center employees for accepting bribes in return for bringing in weapons and drugs and the guilty plea of a parent for bribing an ACS employee to smuggle scalpels and marijuana into a juvenile facility. Squad 2’s investigations have also resulted in reports exposing policy and procedural failures such as the impact of Raise the Age and bail reform on the City’s Juvenile Detention facilities.
