To do business with the City of New York, organizations need to create a vendor account in the City's Payee Information Portal (PIP) (to get paid) and also in Procurement and Sourcing Solutions Portal (PASSPort) (for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor's Office of Contract Services (MOCS) developed and maintains PASSPort.

DHS and other human services agencies use the Health and Human Services (HHS) Accelerator System to manage the procurement process for Requests for Proposal (RFPs) only. HHS Accelerator dos not include Open-Ended Requests for Proposal, Invitations for Bid, or Professional Services RFPs. In order to respond to an RFP, an electronic prequalification application must be submitted using HHS Accelerator.

Competitive Sealed Bids can be obtained from the Department of Social Services/Office of Contracts, Monday through Friday from 9 am to 5 pm (excluding City holidays) at 150 Greenwich Street (4WTC), 37th Floor Bid Window, New York, NY 10007. Please note security at 150 Greenwich Street requires that all visitors provide government issued identification (with picture) to be admitted into the building.
