Literacy Programs Request for Proposals

Proposal Due Date:  April 5, 2024 at 2:00pm in PASSPort

DYCD is seeking a qualified vendors to provide Literacy programs in New York City. The populations served by the programs that are the subject of this RFP are middle school student in public schools serving low-income neighborhoods, and adults that are English Language Learners (ELLs), lack sufficient mastery of basic educational skills and/or lack high school diplomas. The programs' primary purposes are to provide contextualized literacy services to help participants and communities thrive. The program will improve a broad range of competencies related to literacy, such as basic language skills (reading, writing, speaking, and listening), and support participants to meet their contextualized goals in areas including but not limited to parenting, workplace, health care and civic engagement.


Pre-proposal Conference

DYCD will host two virtual pre-proposal conferences via Microsoft TEAMS on February 6, 2024 at 10:00am and 2:00pm.  To register for one or both of the conferences, please visit the RFP in PASSPort.

Proposal submission

All proposals must be submitted through the PASSPort system, by pre-qualified organizations, no later than 2:00pm on April 5, 2024.  DYCD will not accept any proposals offline. The proposal submission consists of a completed questionnaire and all required attachments referenced within the RFP.

Technical Assistance Services RFP - 26023P0007 

Procurement Summary: DYCD's capacity-building and technical assistance programs support DYCD’s contracted providers in various areas needed to enhance program services. DYCD is issuing a Request for Proposal (RFP) in the areas of Organization Development, Fiscal Management, Strength-Based Approaches to Service Delivery, Career Development, Developing a Safe and Supportive Environment, Adult Literacy Support, Mental Health Support and Case Management. These services have been determined to be of high need to support our contracted providers and the work they do for the City of New York.
