Discretionary Contracts

City Council awards must be cleared by the Mayor’s Office of Contract Services (MOCS).  For multi-year contracts that are entering their second year, upon MOCS clearance, DYCD will issue a notice to proceed.

Discretionary funds are funds that non-profit, community-based social service providers use to meet the needs of local communities. The funds are allocated by the Members of the New York City Council. City agencies, such as DYCD, administer Discretionary contract funds.

New for Fiscal Year 2024! The multiyear discretionary contract reform now allows your organization to enter one three-year contract per City agency, potentially eliminating nine months of contracting should your organization receive funds in the outyears.
