DYCD contracts with various community-based organizations that provide services and activities for youth and low-income populations.


SYEP Work Readiness: Curriculum Development, Training and Support Request for Proposals

The Department of Youth and Community Development (DYCD) is excited to release the SYEP Work Readiness: Curriculum Development, Training, and Support Request for Proposal (RFP).  Through this RFP, DYCD is seeking one qualified contractor to develop and deliver a web-based/digital, mobile-friendly work-readiness training curriculum for DYCD’s Summer Youth Employment Program (SYEP) and provide training and ongoing support to SYEP and DYCD staff.

It is anticipated the agreement will be for three years starting November 1, 2019 to October 31, 2022, with an option to renew for up to an additional three (3) years.

The RFP can be downloaded here.  The RFP package is also available for pickup at DYCD`s office of Contract Procurement, between the hours of 9:30AM and 5:00PM, Monday through Friday (excluding holidays), at 2 Lafayette Street, 14th floor, New York, New York 10007.   Organizations sending messengers to pick up the RFP package must ensure the messenger has the name, address, phone number, fax number and contact person of the organization requesting the package. RFP packages will not be distributed without the above information.

Although not mandatory, it is recommended interested proposers attend the pre-proposal conference scheduled for Thursday September 5, 2019  at 2:00PM at the following location:

The Department of Youth and Community Development (DYCD) is excited to release the Applied Research and Evaluation Services Request for Proposal (RFP).  Through this RFP, DYCD is seeking up to seven (7) qualified contractors with the experience, technical expertise and capacity to conduct applied research and evaluation services of a wide variety of community-based, anti-poverty and community development programs. The goals of the RFP are to establish a pool of qualified contractors to deliver products that help cultivate a culture of learning and data-driven decision-making; inform program improvement as well as program and policy development; contribute to continuous quality improvement; and explore and spotlight best practices.

It is anticipated the master service agreements will be for three years starting September 1, 2019 to June 30, 2022. Task order terms will vary based on the individual projects but will be within the master service agreement term.

Advance & Earn Program Request for Proposals

The Department of Youth and Community Development (DYCD), in collaboration with the Mayor’s Office for Economic Opportunity (NYC Opportunity) and the NYC Young Men’s Initiative (YMI), is seeking qualified organizations to provide new education and workforce development programs for opportunity youth (youth adults ages 16-24 who are not in school and not working). Programs will combine services currently offered through DYCD’s YOUNG Adult Literacy Program (YALP) and Intern & Earn (formerly Young Adult Internship Program [YAIP]). The new programs will offer a continuum of education and employment services from literacy instruction through advanced training and job placement or college enrollment supported by comprehensive support services tailored to individual needs.

Beacon Community Centers Request for Proposals

DYCD is looking for a nonprofit organization to operate a Beacon Community Center program at the Harry S. Truman High School located at 750 Baychester Ave, Bronx, NY 10475. Beacon Community Center programs (Beacons) serve youth from Kindergarten through age 21 as well as adults aged 22 and older, including seniors. Located in public schools across New York City and operating year-round in non-school hours on weekdays, weekends and in the summer, each Beacon transforms its host school into a resource for the whole community by offering an integrated range of programming tailored to local needs. For all participants, especially youth, Beacons offer a safe place to engage in recreational activities, discover new interests, acquire skills, and find opportunities to contribute to the community, guided and supported by program staff.
