City agencies can award contracts of up to $1,500,000 for goods, professional services, standard services and construction directly to City-certified M/WBEs without formal competition using the M/WBE Noncompetitive Small Purchase Method. Minority and Women-Owned Business Enterprises (M/WBE) Opportunities

By creating an equitable and competitive environment, the Commission continues the City’s efforts to develop, broaden and facilitate innovative practices, procedures and initiatives that foster diversity and inclusion. The Commission is committed to its role in advancing procurement opportunities for NYC certified Minority and Women-owned Business Enterprises (M/WBE).

The City's M/WBE program, enacted by the NYC City Council and signed by the Mayor as Local Law 129 of 2005 (LL129), as amended by Local Law 1 of 2013 (LL1) is designed to promote economic inclusivity in government contracting opportunities for businesses owned by minorities and women.

Minority and women-owned businesses that want to do business with New York City government must be certified by the NYC Department of Small Business Services (SBS). Once certified, a firm is listed in the SBS Directory which is used by all City Agencies and contractors. To qualify, businesses must be:

• In business for at least 1 year;
• At least 51% owned, operated, and controlled by a woman or minority;
• Located in New York City or surrounding counties, or have a substantial business presence in the NYC market.

PASSPort

The City of New York is rolling out new features in its PASSPort online procurement platform that will make the contracting process easier and more transparent than ever. PASSPort facilitates every step of the procurement process - from identifying vendors to contract solicitation and response evaluation, award to contract, and invoicing to payment. To maximize business opportunities, all contractors should create a vendor account in PASSPort. Please reference the Vendor Account Creation manual for step by step instructions on how to create a vendor account in PASSPort. Useful Websites for New York City Vendors

• Manage your business contact information and commodity code listings through the City's Payee lnformation Portal (PlP).
• Stay Informed by subscribing to the City Record Online to get the latest information on notices of new solicitations, awards and procurement cancellations.
• The Procurement and Sourcing Solutions Portal (PASSPort) is the City's new, user-friendly, online procurement portal which allows vendors to submit disclosure information required for contracting and access performance evaluations.
• EFT (Electronic Funds Transfer) - Direct Deposit.  Local Law 43 (LL43) of 2007 requires any vendor providing the City with services valued at more than $25,000 to enroll in the Vendor Payment Direct Deposit program. We encourage all vendors that do business with the City to enroll in the Direct Deposit program and avoid a $3.50 fee per check.

Contract Financing Loan Fund

If your business is working on, or hoping to work on, a project with a City agency or City-funded entity as a prime or subcontractor, you may be eligible for a Contract Financing Loan. Loan repayment terms are aligned with the project payment schedule.

Loans of up to $500,000 at an annual interest rate of 3% are available to eligible businesses. Closing fees apply. To be eligible to apply for a loan, you must:

• Have an operating business.
• Be applying for financing as a prime or subcontractor to use toward a contract with a City agency or City-funded entity.

How it works:

• Step 1: Fill out the Contract Financing Inquiry Form.
• Step 2: If eligible, a participating lender will contact you within two business days.
• Step 3: Submit a complete loan application to the lender.
• Step 4: The lender will review the application and determine whether to award a loan based on the application.

Bond Collateral Assistance Fund

If your business is bidding or planning to bid on a project as a prime or subcontractor with a City agency or the NYC Economic Development Corporation (NYCEDC) and the project requires surety bonding, you may be eligible to receive up to $500,000 in Collateral Assistance to enhance your surety bond application.

To be eligible, you must:

• Have an operating construction business.
• Be bidding or planning to bid as a prime or subcontractor on a contract with a City agency or NYCEDC that requires bonding.
• Additional eligibility requirements may apply.

How it works:

• Step 1: Create an account with our bond service provider.
• Step 2: Begin the application process for collateral assistance.
• Step 3: Our bond service provider will contact you to discuss your application.
