Registrant Project Requirements:
Place of Assembly Certificate of Operation (PACO) Work & Inspections

Special Inspections

Where a Place of Assembly involves construction, the project shall comply with the Construction Codes, Zoning Resolution, Fire Code and other requirements, including Special and Progress Inspections under the applicable Building Systems, Renovation, Alteration and/or New Building project guidelines.

Required DOB Inspections

For issuance of a PACO, any associated construction work inspections must be completed prior to a DOB PA final inspection.

Based on the scope of work, the following inspections from different DOB Inspection Units may be required:

  1. Associated filings for construction, mechanical, plumbing, sprinkler, standpipe and electrical work are complete and pass all DOB inspections.

  2. PACO Final Inspection, including the following elements:

    1. Completion of all associated construction work
    2. Conformance to Code and Approved Drawings
    3. Egress
    4. Emergency lighting
    5. Seating arrangement
    6. Aisles
    7. Door width and hardware
    8. Exit and capacity signs
    9. Primary and secondary travel paths

Applicant and/or Property owners shall schedule and complete all of the required Inspections. Prior to scheduling an inspection, applicant must:

  • Confirm that all construction work completed matches the approved drawings

  • Confirm that place of assembly space complies with code and other requirements

  • Confirm that all seating matches the submitted/approved seating plans

Inspection Requests

An online tool for scheduling appointments for required DOB inspections must be used. DOB NOW provides robust online accounts, making it easier to submit applications, make payments, schedule appointments, check the status of an application or inspection, pull permits, and make renewals.
