In 1999, the Department established Group Oriented Analysis of Leadership Strategies (GOALS), a performance measurement system similar to NYPD’s COMPSTAT, the Department of Correction’s TEAMS, and EQUIP used by the Administration for Children’s Services
At monthly GOALS meetings, DJJ Managers monitor performance trends and formulate specific strategies to improve services to youth detained within our Secure and Non-Secure facilities. Fights between youth, assaults on staff, on time delivery of youth to court, timely administration of medical, mental health and discharge planning services are examples of areas analyzed.
