Just Released: 2024 NYCHA Request for Qualifications- NYCHA RFQ

We are excited to announce the 2024 Request for Qualifications (RFQ #502073). This RFQ is designed to identify Developers, Property Managers, and General Contractors for the PACT program. Qualified partners will participate in delivering significant investment to New York City Housing Authority’s stock of public housing through the (“PACT”) program and the development of new affordable housing, and other needed uses, that will create complete and supportive NYCHA communities.

To view and respond to the RFQ, interested parties should register for NYCHA’s iSupplier system. The RFQ is listed on the NYCHA Procurement Opportunities website under Negotiation Number #502073 for developers, general contractors, and property managers.

Forms 1-3, 5b, and 6 can be found as attachments to the RFQ and in iSupplier. Applicants are reminded that if they are first time applicants they must submit materials through iSupplier ahead of the March 8th 2pm deadline. Please read the RFQ for more details on how to submit.

NYCHA's Real Estate Department is excited to announce, in partnership with our resident leaders, this Request for Expressions of Interest (RFEI) for Bay View and Murphy Private as the next NYCHA developments to be recapitalized and rehabilitated through NYCHA’s Permanent Affordability Commitment Together (PACT) program.

  • Answers to the first round of questions can be accessed by clicking here.

Project Interest Form: Project Teams consisting of pre-qualified Developer(s) and Property Manager(s) must submit this Interest Form to be considered for preparation of a Proposal for the Bay View and Murphy Private PACT Projects. Interest forms must be received by NYCHA no later than April 28, 2023. Use this link to submit your interest form.

  • In addition to the Interest Form, Applicants must submit a narrative description, not to exceed two pages in length, of their team’s qualifications, experience, and vision for the Project. The two-page narrative description must be submitted to pact.partners@nycha.nyc.gov immediately after submitting the Project Interest Form for the Interest Form submission to be considered complete.
