Released November 2022: PACT RFEI – Hernandez, Meltzer Tower, and Seward Park Extension

NYCHA's Real Estate Department is excited to announce, in partnership with our resident leaders, this Request for Expressions of Interest (RFEI) for Hernandez, Meltzer Tower, and Seward Park Extension as the next NYCHA developments to be recapitalized and rehabilitated through NYCHA’s Permanent Affordability Commitment Together (PACT) program.

All questions about the RFEI should be submitted through the online form, which can be accessed by clicking here. Please reference question deadlines in the RFEI.

Pre-Submission Conference and Site Visit:
Pre-qualified PACT partners are required to RSVP for the Pre-Submission Conference and Site Visit by November 23rd, 2022. Use this link to RSVP for both.

  • The Pre-Submission Conference will be held online on November 30th at 10:00 AM. Online meeting information will be emailed to you after registration.
  • The Site Visits will be held for Hernandez & Meltzer Tower on December 6, 2022, and Seward Park Extension on December 7, 2022. Site visit information will be emailed to you after registration.

Project Interest Form: Project Teams consisting of pre-qualified Developer(s) and Property Manager(s) must submit this Interest Form to be considered for preparation of a Proposal for the PACT Projects. Submission must be received by NYCHA no later than December 16, 2022. Use this link to submit your interest form.

  • In addition to the Interest Form, Applicants must submit a narrative description, not to exceed two pages in length, of their team's qualifications, experience, and vision for the Project. The two-page narrative description must be submitted to pact.partners@nycha.nyc.gov immediately after submitting the Project Interest Form for the Interest Form submission to be considered complete.

PACT Partners Request for Qualifications (RFQ)

NYCHA is committed to partnering with as many qualified entities as possible to achieve the goals of NYCHA’s Permanent Affordability Commitment Together (PACT) initiative and make these PACT conversions responsive to residents’ needs. An RFQ is released annually – and potentially at additional points throughout the year - to invite new entities to become PACT partners. All existing partners need to re-certify their prequalification with NYCHA as part of the first RFQ released every year
