Request for Qualifications for the PACT Program

Real Estate Development has reopened the Request for Qualifications (RFQ) to solicit partners for the PACT program. The PACT RFQ streamlines the procurement process by creating a pre-qualified list (PQL) of developers, property managers, and general contractors who are eligible to partner with NYCHA on PACT projects.

Submissions will now be accepted and evaluated on a rolling basis, compared to previous years when the list was refreshed annually. Once on a PQL, pre-qualified partners will be able to respond to future solicitations for PACT projects to provide residents with comprehensive renovations or redevelop entire NYCHA campuses.

RFQ Forms:

Teams are able to submit their qualifications to join the PQL ahead of the proposal submission deadline for the Howard Houses PACT Request for Expressions of Interest (RFEI) 

Interested entities can learn more about the PACT program; specific opportunities for developers, general contractors, and property managers; and the RFQ at an upcoming virtual pre-submission conference scheduled for Wednesday, October 15 at 10 a.m. Attendees must RSVP to access the pre-submission conference.

Through this RFEI, NYCHA seeks proposals for Howard Houses to provide comprehensive repairs, improved property management, and enhanced social services, while preserving resident rights and maintaining permanent affordability.

2025 NYCHA Development Partnership Opportunities: Request for Expressions of Interest & Creative Solutions

We are excited to announce that NYCHA has opened a Request for Expressions of Interest (RFEI) for Development Partnership Opportunities.

Through this RFEI, NYCHA seeks to advance its work as a public developer by expanding its portfolio through the development of more low-income, affordable housing for public housing residents and low-to-moderate income New Yorkers. Specifically, NYCHA seeks to partner with developers and landowners across the city to unlock new construction and preservation opportunities on both properties adjacent to NYCHA land and other properties throughout the five boroughs.

NYCHA’s established Pre-Qualified PACT Partner list (in response to RFQ# 502073) is current as of October 2025. 

NYCHA’s Real Estate Department will continue to identify Developers, Property Managers, and General Contractors for the PACT program. The Pre-Qualified list will be updated as new entities are approved.
