Join the conversation about community and capital investment at your development made possible through PACT.
Your development has been selected to be a part of the Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced.
Because this is your home and your community, we want your expertise to shape what PACT will do at your development. We’d like you to join us in a community planning process to design and envision your community spaces and provide critical feedback on any proposed upgrades for your home.
Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.
Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.

Resident Meeting #1
On Wednesday, August 11, 2021 NYCHA and about 70 residents of Murphy Private came together to talk about PACT and how it will bring needed repairs and improvements to your community. This virtual meeting was hosted in English with Spanish, Cantonese, Mandarin, and Russian interpreters.
For those who were unable to attend this meeting, here are some of the topics we discussed:
-PACT will bring millions of dollars’ worth of repairs to your development, including repairs to the buildings, apartments, heating systems, and common areas.
-Resident protections that are preserved under the PACT program.
-An overview of completed and active PACT projects.
-How we will continue to engage with residents and resident leadership at Murphy Private throughout the rest of 2021 and into 2022.
-When surveys, inspections, development team selection, and repairs will begin at Murphy Private.

Resident Meeting #2
In the Spring and Summer of 2022, NYCHA has been hosting in-person resident meetings at each of the developments under the Murphy Private portfolio. The meetings were conducted in English with Spanish interpreters available for the all of the meetings. The meetings covered the following topics:
- How PACT will bring much-needed repairs and improved social services to Murphy Private
- A brief overview of residents' rights and protections
- PACT Partner selection timeline
- Recruitment of Resident Review Committee members to help select the PACT Partner

Info Session A: Resident Rights & Responsibilities
On Tuesday, September 21st and Thursday, September 23rd, NYCHA and over 440 residents came together to talk about PACT and resident rights, responsibilities, and the Section 8 program. These virtual meetings were hosted in English with Spanish, Mandarin, Cantonese, and Russian interpreters. Some of the topics that we discussed were:
- Overview of the PACT program.
- Resident rights, protections, and responsibilities.
- The Section 8 program.
- NYCHA's continued role after the conversion to Project-Based Section 8.

Info Session B: Design & Construction
On December 15 and December 16, NYCHA hosted an information session on PACT Design & Construction. Over 400 residents joined to learn more about how their development will receive upgrades through PACT. During the meeting, NYCHA also reviewed the process we will use to assess which parts of the building need improvements, as well as how residents can participate in that process. We also reviewed NYCHA's Connected Communities Guidelines and how PACT will incorporate those guidelines into upgrades made at each site. Residents also had an opportunity to ask questions.

Resident Meeting #3
On Thursday, May 11, 2023, NYCHA held a virtual meeting for all residents of Murphy Private to discuss the PACT program and updates on the Request for Expressions of Interest (RFEI) timeline and process. Spanish interpreters were available.
Resident Meeting #4
NYCHA will hold an in-person resident meeting on Thursday, January 4, 2024 for the residents of West Farms Road Rehab at 1102 Longfellow Ave, Bronx, NY 10459 at 6pm to discuss the PACT program and other updates. Spanish interpreters will be available.
