Metro North Plaza and Gaylord White are a group of two public housing developments in the East Harlem neighborhood of Manhattan that are home to over 900 residents, including over 240 seniors.

The Metro North Plaza-Gaylord White PACT partner team is led by The Community Builders, a non-profit organization, and Ascendant Neighborhood Development, a Harlem-based affordable housing developer. The team also consists of Wavecrest as property manager and MDG Design & Construction as general contractor. Wavecrest manages over 26,000 affordable housing units in New York City, including four PACT developments, while MDG has rehabilitated over 10,000 apartments locally.

As of September 25, 2024, your development is now part of the Project-Based Section 8 program and has converted through the NYCHA Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much-needed renovations, and you will have access to employment opportunities created by PACT and enhanced on-site social services. Metro North Plaza-Gaylord White Community Plans

NYCHA and the selected PACT partners – The Community Builders, Ascendant Neighborhood Development, Wavecrest, and MDG – worked closely with residents over the past several years to design every aspect of both developments’ transformations. PACT Partner Selection

In 2022, NYCHA, with guidance from resident leaders at Metro North Plaza and Gaylord White, selected the PACT partner team, who will deliver more than $209 million in comprehensive repairs and upgrades to the two developments, serve as the property manager, and provide enhanced social services and community programs.

The Community Builders and Ascendant Neighborhood Development will lead the project as co-developers; MDG Design & Construction will be the general contractor; Wavecrest Management Services will be the property manager.

With the PACT partner team now in place, NYCHA will continue to work closely with residents, Resident Association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, and enhance resident amenities and programs.

The renovations are expected to begin in the fall of 2025 and conclude in late 2028. In September 2025, Wavecrest Management will take over management responsibilities from NYCHA. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.
