As part of its Sustainability Agenda, the New York City Housing Authority (NYCHA) has committed to expanding electric vehicle (EV) adoption and charging infrastructure. NYCHA seeks qualified teams to develop publicly available EV charging stations on NYCHA properties with excess parking capacity and generate lease revenue for the Authority. NYCHA invites experienced EV charging infrastructure providers to own, finance, design, install, operate, monitor, and maintain the charging stations. All projects developed under this solicitation must be open to both the general public and NYCHA residents, and NYCHA will not be responsible for covering any costs associated with the projects.

Interested teams should begin by reading through the EV Charging Solicitation and the attachments and exhibits provided below to understand all requirements, deadlines, and other project information. Applicants may submit questions via email to sustainability@nycha.nyc.gov until 5:00PM EDT on May 26, 2026. Q&A responses will be posted publicly here. Below are key dates for information sessions and deadlines. We highly recommend interested teams attend the online Proposer’s Conference.
Once all information sessions and Q&A releases have been completed, teams will be expected to submit their full proposals by 2:00 PM EDT June 23, 2026. These proposals will detail their ability to meet the minimum qualifications, provide their preferred list of developments to install EV charging infrastructure at, and a plan to hire NYCHA residents with quantitative commitments.
NYCHA will establish a Qualified Partner List (“QPL”) consisting of all Respondents who meet the minimum qualifications set forth in this solicitation. The QPL will serve as a pool of vendors capable of providing EV charging services across NYCHA’s portfolio of developments and that NYCHA may consider working with to identify, design, and implement EV charging stations at one or more locations.
NYCHA will also evaluate and score all Respondents who meet the minimum qualifications set forth in this solicitation using the evaluation criteria outlined in the solicitation. The up to three (3) top scoring Responses and the corresponding Respondents (now “Project Developer(s)”) will receive a Conditional Designation to proceed with due diligence for their preferred NYCHA facilities, in preparation for developing EV charging stations at NYCHA. This due diligence phase will allow NYCHA and Project Developer(s) to mutually determine feasible sites to install EV chargers, at which point the Project Developer(s) shall enter into one or more Lease Agreement(s) with NYCHA. NYCHA expects that each Project Developer will pay NYCHA monthly for the use of the parking facilities where the EV chargers are installed, at a per parking space rate. Lease terms will be structured such that Lessees will pay NYCHA the higher of a fixed monthly lease payment, or a percentage of gross revenue.
Respondents added to the QPL but not initially selected as a Project Developer will remain on the QPL for a period of five (5) years unless NYCHA decides to resolicit sooner. During that time, NYCHA may reach out to Respondents on the QPL to pursue additional EV charging work at NYCHA.
