Prequalification in PASSPort

New for Fiscal Year 2025! The Human Services Disclosure Reform allows nonprofits that only receive City funding through City Council Discretionary awards to fulfill their prequalification (PQL) requirement in PASSPort through the new, simplified three-question Discretionary PQL Application.

If an organization would also like to be eligible to compete for human service contracts through PASSPort RFx, they should complete the HHS PQL Application instead.

Additionally, both applications now offer nonprofits the option to request a 30-day extension for financial statement audits or reviews.

Please note:

  • Organizations looking to fulfill this procedural requirement for discretionary award clearance only need to complete and submit one of the above PQL applications.
  • Awardees solely funded by the Department of Cultural Affairs are exempt from the PQL requirement.
  • Nonprofits that are required to submit annual NYS Charities filings must update their PQL application(s) annually to maintain an approved status. View the Submitting Charities Filings in PASSPort webinar and HHS Prequalification Revisions guide for next steps.
