New Local Laws Impacting Certain Business Licensing Requirements

A number of local laws were passed to streamline requirements and deliver meaningful savings for small businesses as well as strengthen consumer protections. Read more below and check back periodically for updates.

Electronics Stores and Electronic & Home Appliance Service Dealers
Per Local Law 183 of 2025, DCWP will merge Electronics Store and Electronic & Home Appliance Service Dealer licenses into one Electronics license on September 8, 2026. If you currently hold one or both licenses, DCWP will contact you on next steps.

General Vendors
Local Law 54 of 2026 increases the number of available General Vendor licenses. These licenses will be available after January 15, 2027. For more information, visit nyc.gov/StreetVending

General Vendor Distributors
Per Local Law 183 of 2025, DCWP will no longer license General Vendor Distributions on September 8, 2026.

Industrial Laundries
Per Local Law 183 of 2025, DCWP will no longer require Industrial Laundry licensees to execute a surety bond on September 8, 2026.

Locksmiths
Per Local Law 183 of 2025, DCWP will no longer license individual locksmiths and manufacturers of locks on May 31, 2027. DCWP will post license application checklist for a Locksmith Business, a new category, and begin accepting applications in February 2027.

Process Servers
Per Local Law 183 of 2025, DCWP will no longer require Process Server Individual and Process Serving Agency licensees to execute a surety bond on September 8, 2026.

Secondhand Dealers General
Per Local Law 183 of 2025,

• DCWP will no longer require Secondhand Dealer General licensees to execute a surety bond and submit fingerprints on September 8, 2026
• Secondhand clothing dealers will no longer require a Secondhand Dealer General license on September 8, 2026.

Self-Storage Facilities [NEW LICENSE CATEGORY]
Per Local Law 171 of 2025, DCWP will begin licensing Self-Storage Facilities on August 25, 2026. DCWP will post a license application checklist and begin accepting applications in June 2026.

Storage Warehouses
Per Local Law 171 of 2025, DCWP will no longer require Storage Warehouses to execute a surety bond on August 25, 2026.
