NYC Department of Consumer and Worker Protection (DCWP) is the coordinating agency for all street vending activity. We work closely with our sister agencies, including Departments of Health and Mental Hygiene (DOHMH), Parks & Recreation (Parks), Sanitation (DSNY), Environmental Protection (DEP), Transportation (DOT), Small Business Services (SBS), and the Mayor’s Office of Immigrant Affairs (MOIA) to provide community support, equitable enforcement, and access to resources.

Note: First Amendment vendors (those vendors who exclusively sell items covered by the First Amendment, including written materials (newspapers, periodicals, books, pamphlets) and artwork (paintings, photographs, prints, sculptures, face paintings, balloon animals) must follow the same street restrictions as Blue Specialized Licensees on the map.

On January 15, 2021, NYPD street vending enforcement efforts (except for enforcement in the subway, seizures, and trademark counterfeiting) transitioned to DCWP. We are committed to working closely with community partners including Community Boards (CBs), Business Improvement Districts (BIDs), elected officials, and community-based organizations to address issues related to street vending and provide street vendors with resources. If your organization or community is interested in a presentation, please contact our DCWP outreach team for event coordination.
DCWP, Urban Justice Center, and Street Vendor Project hosted virtual workshops for street vendors that provide information on who needs a vending license to sell food or non-food items in a public place, the types of vending licenses and permits, and areas where vending is prohibited.
