The Department issues Licensed Master Plumber (LMP) licenses to Contractors qualified to perform plumbing, standpipe and sprinkler work (for less than 30 heads). Permits for plumbing and fire suppression work are only issued to a Licensed Master Plumber or Licensed Master Fire Suppression Contractor (LFSC). Only these Licensees, or the employees they supervise, may work on piping systems.
LMPs and LFSCs must have a place of business in New York City — not a home office. NYC Administrative Code §28-401.18 requires the LMP to include their license number and business information on trucks, business cards and advertisements. See the NYC Administrative Codes §28-408 and §28-410.
Starting July 2019, all plumbing job filing and permit requests must be submitted in DOB NOW: Build. Applicants can no longer submit paper filing to the Department. As a result, all stakeholders, such as Registered Design Professionals and License Master Plumbers associated with a job filing will need to first create an NYC.ID account in order to submit a filing or permit request in DOB NOW: Build. For resources and step-by-step instructions about creating an NYC.ID account, visit nyc.gov/dobnowtips. Request for a plumbing permit will need to be done online in DOB NOW: Build. Prior to issuing a permit for the approved project, the following are required:
Payment of any unpaid project application fees
Identification of responsible Special Inspection Agencies
Request for waiver of penalties, stop work orders or violations (former L2 Form).
Licensee must have his license and insurance active and current
Construction sites must meet the requirements of the 2007 edition of the NFPA 14 (National Fire Protection Association), as modified by the NYC Building Code.
