What Drivers Need to Know

New York City prioritizes the safety of the riding public, which is why all dispatchers, vehicles, and drivers must be licensed by the TLC. Trips arranged through illegal, unlicensed apps carry no guarantee that the driver and vehicle meet the same safety standards, and there is no guarantee that passengers are adequately insured in the event of a crash.

Any driver accepting trips through an unlicensed app risks fines, suspension, license revocation, seizure, and forfeiture of vehicles.

All registered bases can be found on Open Data. Unlicensed apps are not permitted to dispatch TLC-licensed vehicles. Licensees who pick up passengers using an unlicensed app are violating TLC Rule §80-19(c)(1).

What are illegal apps?

  • Illegal apps, such as Empower and WhatsApp Messenger, are unlicensed software platforms that serve as bases by connecting drivers with trips. All bases in NYC must be licensed by the TLC.

What can happen if I use an illegal app to get trips?

  • You will face fines of up to $500 and may ultimately lose your TLC license. The owner of your vehicle also faces fines of up to $10,000.

What happens if I get in a crash during an Empower trip?

  • If you are injured during or on the way to an unlicensed trip, you may not receive workers' compensation. Your vehicle insurance can also be canceled.
