All FHV bases licensed by the TLC are required to provide equivalent service to wheelchair-using passengers. In 2017 and 2018, the TLC passed rules to increase the availability of wheelchair accessible vehicles (WAVs) in the for-hire vehicle (FHV) industry, which includes community car services using livery vehicles, app-based and traditional black car services (e.g., Uber, Lyft), and luxury limousine services. The rules require these car services to either dispatch a minimum percentage of trips, increasing each year, to WAVs or work with an approved dispatching base to service trips within set response times.

These rules do not require that bases affiliate a certain number of WAVs, but do require that bases work with owners and drivers of WAV vehicles to service WAV trips.Visit FHV accessibility for more information.
