Roosevelt Avenue Series

7 on 7 Unity in Community event in Flushing, Queens

The NYC Office for the Prevention of Hate Crimes (OPHC) has launched 7 on 7 – Unity in the Community, a new initiative designed to strengthen trust, deepen understanding, and build resilience across New York City's diverse neighborhoods. The Roosevelt Avenue Series, focused on the communities connected by the 7 Train line, is the first installment of this broader initiative. While this opening series centers specifically on the 7 Train corridor, OPHC plans to expand this model to other transit pathways across the city, including both bus and subway routes, in future phases of the work.

This initial series responds to community concerns following recent law enforcement operations along Roosevelt Avenue related to alleged sex trafficking and unlicensed street vending. While these actions addressed urgent public safety issues, they also raised concerns about racial profiling, discrimination, and community trauma.

Roosevelt Avenue and the 7 Train line are home to some of the city's most culturally rich immigrant communities. When trust is strained, OPHC steps in to listen, convene, and support. The 7 on 7 – Unity in the Community: Roosevelt Avenue Series creates intentional spaces for dialogue, healing, and collaborative problem-solving that honor the lived experiences of the communities along this vital corridor.

Our Commitment

Vijah Ramjattan, Executive Director of OPHC at a 7 on 7 event

Through 7 on 7 – Unity in the Community, OPHC strengthens its mission to prevent hate, deepen understanding, and partner with communities to create a safer and more inclusive New York City. The Roosevelt Avenue Series is the first of what will become a citywide model, with future series planned along additional NYC transit pathways where communities naturally interact and connect.

By beginning with the communities along the 7 Train line, this initiative uplifts voices often left out of public safety conversations and helps shape strategies that are equitable, community informed, and grounded in trust.

As Executive Director Vijah Ramjattan notes,

"Together, we can rebuild trust, strengthen community ties, and foster a city where all New Yorkers feel seen, safe, and valued."
