The NYC Office for the Prevention of Hate Crimes (OPHC) leads this citywide educational initiative as part of its mandate under Local Law 49, which calls for coordinated, preventative, and community-focused strategies to reduce and respond to hate crimes. This initiative engages students across New York City in meaningful conversations about hate crimes, bias, diversity, identity, and the importance of standing up against all forms of hate, both in and outside of school environments.
Grounded in the belief that youth are the foundation and future of New York City, this initiative empowers students—beginning in elementary school and continuing through high school—to become informed, thoughtful, and confident leaders who recognize harm, reject prejudice, and embrace respect and inclusion. By creating safe and supportive learning spaces, OPHC works to develop a generation that not only understands the impact of hate but actively contributes to building stronger, more unified communities.
The initiative is designed for:
Participation reflects New York City’s diversity and prioritizes inclusivity for students from communities historically impacted by bias or discrimination.
Young people are uniquely positioned to shape culture, shift norms, and interrupt patterns of bias before they take root. Providing students with knowledge, language, and safe opportunities to explore difficult topics empowers them to recognize injustice, show empathy, and lead with respect. This initiative strengthens school climates, supports emotional well-being, and contributes to a safer and more unified New York City for all.
