Information About NYCHA's TEMPO Program

NYCHA established the Team for Enhanced Management Planning and Outreach (TEMPO) to address any lead-based paint issues at its developments.

What you should know about TEMPO:

TEMPO offers full lead abatement of apartments in accordance with the City’s new and stricter standard of 0.5 milligrams per square centimeter (it was previously 1.0 milligrams per square centimeter). TEMPO accelerates the abatement of lead-based paint in apartments where children under the age of 6 live or routinely visit more than 10 hours per week.
NYCHA’s lead abatement program is administered by its Healthy Homes division, and the TEMPO lead abatement work is being carried out by a NYCHA contractor at various NYCHA developments simultaneously.

To distinguish between the apartments where children under 6 live and those where children only regularly visit, NYCHA will:

Perform periodic telephone surveys to residents asking to confirm if a child under 6 lives in the apartment or routinely visits.

Allow residents to identify if a child under 6 lives in or regularly visits the apartment through the Annual Notices form and as part of Annual and Interim Recertification.

If lead paint is detected in apartments, NYCHA will perform repairs and lead paint work.

NYCHA will perform all work within these apartments that could trigger lead-safety issues, including mold, leaks, plaster, and general repair projects (that is, any work that could disturb presumed lead-based paint).
Repairs across various trades (for example, painters, plasterers, carpenters, plumbers, electricians) will be coordinated to complete the repairs more quickly.

TEMPO keeps residents safe during lead paint abatement.

TEMPO work is conducted by teams of certified workers who follow strict lead-based paint protocols to keep residents safe. This includes restricting access to areas where paint-disturbing work is being performed.
Depending on apartment conditions, residents will be offered a hotel or other temporary accommodation and/or meal vouchers if the work is required in a critical room and the TEMPO team cannot complete the work in a day.
In most cases, a family is temporarily relocated for three to five days. Residents will receive transportation expenses and meal vouchers, in addition to the hotel accommodations. A NYCHA relocation specialist will work with you on a plan to meet your family’s needs
Once the work has been completed, additional tests are conducted to make sure the space is safe for all residents to reenter.

TEMPO helps ensure that residents will return to a lead-safe home.

Under TEMPO, a clearance examination is performed after lead hazard reduction, rehabilitation, or maintenance work to determine if an apartment is free of lead-based paint hazards. This includes, but is not limited to, analyzing dust wipe samples.
All clearance exams will be conducted on the same day that work is completed, with the goal to have the samples analyzed by a lab within the following 24 hours.
