Join the conversation about community and capital investment at your development made possible through PACT.
Your development has been selected to be a part of the Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced.
Because this is your home and your community, we want your expertise to shape what PACT will do at your development. We’d like you to join us in a community planning process to design and envision your community spaces and provide critical feedback on any proposed upgrades for your home.
Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.
Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.

January 2023- NYCHA has identified the PACT partners who will deliver comprehensive repairs and upgrades to Wilson Houses and serve as the property manager, and provide enhanced social services and community programs. Hope Community, Inc. and Brisa Builders Development LLC will lead the project as co-developers; Apex Building Group, Inc. and Gilbane Development Company, Inc. will serve as general contractors; and Shinda Management will be the property manager. In the coming months, social service providers will be added to the team.
With the development team now in place, NYCHA will continue to work closely with you, your tenant association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs. The planning process will take approximately 12 to 18 months, and renovations are expected to begin in early 2024. In 2024, Shinda will also take over from NYCHA as the property manager for Wilson. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.

Resident Meeting #1
On January 12, 2021, NYCHA and over 200 residents from Wilson and Metro North Plaza/White came together to talk about PACT and how it will bring needed repairs and improvements to your community. The virtual meeting was held in English with live Spanish, Russian, and Mandarin interpreters. For those who were unable to attend this meeting, here are some of the points and items we discussed:
PACT Info Session A: Understanding your rights, responsibilities and Section 8
On June 29 and June 30, 2021 NYCHA held a meeting with residents from Wilson to discuss resident rights, responsibilities, the Section 8 program, and NYCHA's continued role after the conversion. Residents were given an opportunity to ask questions about the program.

PACT Info Session B: Design & Construction
On April 27 and 29, 2021 NYCHA hosted an information session on PACT Design & Construction. Over 500 residents joined to learn more about what parts of their development will receive upgrades through PACT. During the meeting, NYCHA also reviewed the process we will use to assess which parts of the building need improvements, as well as how residents can participate in that process. During the meeting we also reviewed NYCHA's Connected Communities Guidelines and how PACT will incorporate those guidelines into upgrades made at each site. Residents also had an opportunity to ask questions.
Resident Meeting #2
On August 3 and 5, 2021 NYCHA hosted a Resident Meeting for Wilson to discuss the Permanent Affordability Commitment Together (PACT) program. During the meeting, NYCHA staff provided an overview of the PACT program and information on how investments at the development will support community goals and priorities. Residents were also given an opportunity to ask questions, provide feedback and speak with neighbors regarding the program.
Resident Meeting #3
On Monday, August 8, 2022 and Thursday, August 11, 2022, NYCHA and more than 60 residents came together to talk about PACT, how it will bring needed improvements and services to your community, and next steps in the process. This virtual meeting was hosted in English with Spanish, Cantonese, and Mandarin interpreters. Ahead of the meeting all residents were emailed a packet that contained an update, process timeline, and PACT info sheets.
