Join the conversation about community and capital investment at your development made possible through PACT.

Your development has been selected to be a part of the Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced.

Because this is your home and your community, we want your expertise to shape what PACT will do at your development. We’d like you to join us in a community planning process to design and envision your community spaces and provide critical feedback on any proposed upgrades for your home.

What is PACT?

Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.

Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.

PACT Partner Selection

April 2023- NYCHA has identified the PACT partners who will deliver comprehensive repairs and upgrades to West Brighton I and II and serve as the property manager, and provide enhanced social services and community programs. BFC Partners, CB Emmanuel Realty LLC, and Catholic Homes will lead the project as co-developers; BFC Partners will be the general contractor; and Pinnacle City Living will be the property manager. In the coming months, a social service provider will be added to the team.

With the development team now in place, NYCHA will continue to work closely with you, your tenant association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs. The planning process will take approximately 12 to 18 months, and renovations are expected to begin in 2024. In 2024, Pinnacle City Living will also take over from NYCHA as the property manager for your development. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.

Resident Meetings

Resident Meeting #1

On Tuesday, October 5 and Thursday, October 7, 2021 residents of West Brighton I & II came together to talk about PACT and how it will bring needed repairs and improvements to your community. These meetings were held in English with both live Spanish, Cantonese, Mandarin, and Haitian-Creole interpreters

At the meetings NYCHA discussed with attendees: 

  • PACT will bring millions of dollars’ worth of repairs to Ocean Hill + Stuyvesant Garden, including repairs to the buildings, apartments, heating systems, and common areas. 
  • Resident rights and protections are preserved under the PACT program. 
  • NYCHA will continually work with residents and resident leadership throughout the entire PACT conversion process. 
  • Rent will continue to be set at 30% of adjusted gross household income. 
  • Residents do not have to apply for Section 8; they will automatically transfer over to the Section 8 program as part of PACT. 
  • Development partners will be selected in 2022. 
  • FREE legal services will be available to residents before new leases must be signed. 
  • Residents are invited to join their Tenant Association to tour a previously converted PACT development.

Resident Meeting #2-WORKSHOP w/HPD

On Wednesday, November 3rd, 2021 residents of West Brighton I & II joined NYCHA to discuss how PACT can bring improvements to their campus, new professional management, and enhanced social services. Residents also had the opportunity to share ideas for the design of a new affordable housing building coming to their campus.

The workshop was held in English with live Spanish, Mandarin, and Cantonese interpreters. Residents shared with NYCHA their thoughts on:

  • What type of improvements they would like to see in the play and seating areas
  • What types of improvements would make the campus feel safer 
  • What type of improvements would make them feel more comfortable in the building
  • How the new affordable housing building support the existing community
  • Who they would like to be able to live in the new affordable housing building
  • What design features would they like to see in the affordable housing building

Info Session A: Resident Rights & Responsibilities

On Tuesday, January 18 and Thursday, January 20, 2022, NYCHA hosted PACT Information Sessions to share more about your rights, responsibilities, and the Section 8 program. NYCHA gave an overview of the PACT program and answered questions.

Resident Meeting #3

On June 7, 2022 from 6:00 pm to 8:00 pm you are invited to join NYCHA to discuss the Permanent Affordability Commitment Together (PACT) program. PACT will bring comprehensive renovations, professional property management, and enhanced on-site social services to West Brighton.

Because this is your home and community, we want to hear from you about your priorities for these investments.

There will be Spanish, Russian, Cantonese, and Mandarin interpreters at this meeting.
