The Frederick Samuel Apartments (Fred Sam) is a group of public housing developments with 42 buildings with 664 apartments, accommodating over 1,300 residents. There are two non-residential buildings, 24 commercial spaces, and a vacant lot and two playgrounds.

The Fred Sam PACT partner team is led by Genesis Companies and Lemor Development Group, both black-owned Harlem-based firms with extensive experience in affordable housing. The team also consists of VPH Management Services as property manager and Monadnock Construction as general contractor. VPH manages over 700 affordable housing units, most in Harlem, while Monadnock Construction is a leading builder of affordable housing in NYC.

As of September 26, 2024, your development is now part of the Project-Based Section 8 program and has converted through the NYCHA Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much-needed renovations and you will have access to employment opportunities created by PACT and enhanced on-site social services. PACT Partner Selection

In 2021, NYCHA, with guidance from resident leaders at Fred Sam, has selected the PACT partner team who will deliver more than $260 million in comprehensive repairs and upgrades to Fred Sam, serve as the property manager, and provide enhanced social services and community programs.

Genesis Companies (MWBE) and Lemor Development Group (MWBE) will lead the project as co-developers; Monadnock Construction will be the general contractor; VHP Management Services will be the property manager.

With the PACT partner team now in place, NYCHA will continue to work closely with residents, Resident Association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs.

The renovations are expected to begin in the fall of 2024 and conclude in the fall of 2027. In September 2024, VPH Management Services will take over management responsibilities from NYCHA. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.
