The Ocean Hill-Stuyvesant Gardens PACT project is a group of public housing developments consisting of 14 buildings with 929 apartments, accommodating nearly 2,000 residents. The portfolio includes five on-site community and older adult centers and features a mix of mid- and high-rise elevator buildings as well as walk-up apartment buildings.
The Ocean Hill-Stuyvesant Gardens PACT partner team is led , comprised of co-developers Kalel Companies, Beverly Road LLC, and Dantes Partners, all of whom bring deep experience in affordable housing and community-focused development. Wavecrest will serve as the property manager. Each partner is committed to ensuring high-quality rehabilitation, responsible management, and expanded opportunities for residents.
As September 25th, 2025, your development is now part of the Program-Based Section 8 conversion through NYCHA’s PACT initiative, your homes and community spaces will receive much-needed renovations, and you will have access to employment opportunities created by PACT and enhanced on-site social services. NYCHA and the selected PACT partners – Kalel Companies, Beverly Road LLC, and Dantes Partners – worked closely with residents over the past several years to design every aspect of Ocean Hill-Stuyvesant Gardens’ transformation. November 2023 - NYCHA has identified the PACT partners who will deliver comprehensive repairs and upgrades to Ocean Hill - Stuyvesant Gardens, and serve as the property manager, and provide enhanced social services and community programs. Kalel Companies, Beverly Road LLC, and Dantes Partners will lead the project as co-developers; Pyramid-ETC Companies will serve as the general contractor; and Faria Management will be the property manager. In the coming months, a social service provider will be added to the team.
With the development team now in place, NYCHA will continue to work closely with you, your tenant association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs. The planning process will take approximately 12 to 18 months, and renovations are expected to begin in late 2024. In 2024, Faria will also take over from NYCHA as the property manager for your development. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.
Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.
Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.
