Shin Kim was appointed Deputy Chief Administrative Officer in December 2025, helping to lead and oversee a broad portfolio of administrative and operational functions across NYCHA. Her portfolio includes human resources, impartial hearings, and the Office of the CAO's dedicated units for strategic initiatives, financial management, performance management, and real estate services. In this role, she collaborates across departments to strengthen organizational performance, improve business processes, advance strategic priorities, and ensure administrative operations effectively support NYCHA's mission. Shin joined NYCHA in 2021 as Senior Vice President of Supply Management and Procurement, where she led the Authority’s procurement and supply management operations. She brings more than 20 years of public-sector experience driving operational efficiencies and leading complex organizational initiatives.
Prior to NYCHA, Shin served as Chief Operating Officer and Chief Procurement Officer for the New York State Governor’s Office of Storm Recovery. In this dual role, she directed procurement for goods, construction, and professional services while overseeing core agency functions, including information technology, organizational systems and performance, human resources, and facilities.
Shin began her government career with the New York State Executive Chamber, supporting the Offices of the Governor and Lieutenant Governor. She later served as Chief of Staff for the NYC Department of Citywide Administrative Services’ Office of Citywide Procurement, overseeing procurement, central storehouse operations, and quality assurance.
She holds a Bachelor of Arts from Rutgers University and a Master of Arts from the Yale Graduate School of Arts and Sciences.
