Shin Kim

Shin Kim was appointed Deputy Chief Administrative Officer in December 2025 to help oversee administrative services such as human resources, strategic initiatives, impartial hearings, financial management, and real estate services. She is also currently serving as Interim Chief Procurement Officer. Shin joined NYCHA in 2021 as Senior Vice President of Supply Management and Procurement, a role in which she planned and directed NYCHA’s procurement and supply management operations. Shin has over 20 years of public sector experience driving operational and administrative efficiencies. She started her government career with the New York State Executive Chamber, working with both the Offices of the Governor and the Lieutenant Governor. Shin also served as the Chief of Staff at the NYC Department of Administrative Services’ Office of Citywide Procurement, where she oversaw operations including procurement, central storehouse, and quality assurance. Prior to joining NYCHA, Shin served as the Chief Operating Officer and Chief Procurement Officer for the Governor’s Office of Storm Recovery. In this dual role, she directed procurement for goods, construction, and professional services while overseeing agency operations, HR, IT, systems, and facilities. Shin is a certified Lean Six Sigma Black Belt professional and a certified federal contracts manager. She holds a Bachelor of Arts degree from Rutgers University and a Master of Arts degree from Yale Graduate School of Arts and Sciences.
