Discretionary Expense Funding

What is expense eligible?

Council Members can use expense funding to support NYCHA residents in two main ways: providing funding to tenant associations (TA) and providing funding for small projects or equipment that is not capitally eligible.

How can City Council Members support NYCHA tenant associations?

Tenant associations at all NYCHA developments can request discretionary funding from their City Council Member to support Family Days, holiday events, or other community events and the purchase of resident association supplies. NYCHA can help facilitate this process for TAs.

What if a development has converted to Section 8 through the PACT program?

Tenant associations in NYCHA developments that have converted through PACT to Project-Based Section 8 can continue to receive Council discretionary funding. This funding will continue to go through NYCHA’s Resident Services team. NYCHA will facilitate a transfer of funds to the appropriate TA upon written request through the submission of NYCHA’s Councilmatic Discretionary Funds Request Form. TAs are not required to be 501(c)(3)s or hold non-profit status.

Councilmatic funds process for tenant associations

1. TAs should request discretionary funds from their local Council Member.

2. Once funds are awarded to the development, TAs will need to submit the Councilmatic Discretionary Funds Request Form to NYCHA’s Resident Services team to receive their funds.

3. TAs may opt to receive their funds via check or Electronic Funds Transfer.

4. To continue to receive funds, TAs much submit receipts to NYCHA for any purchases within the same budget year.

Expense cost estimates

NYCHA will assist Council Members with scope and cost estimates for specific projects or equipment. Many expense projects are related to pest and waste management (as shown below).
