FY24-25 CoC NOFO

At this time, no action is required from renewing projects, unless otherwise directed by the NYC CoC.

On December 23, 2025, the Court issued a written preliminary injunction enjoining HUD from further rescinding or replacing the FY24–25 CoC NOFO (the two-year NOFO). HUD was ordered to take all steps necessary to process eligible renewal projects in accordance with the FY24–25 CoC NOFO, except for obligating the funds. HUD has informed CoCs that it intends to comply with the Court’s Order and process eligible renewals under the FY24–25 CoC NOFO for as long as the Court Order remains in effect.

On January 9, 2026, HUD reissued the FY24–25 CoC NOFO, with a due date of February 9, 2026. HUD fully opened e-snaps on January 16.

CoC/HUD/Litigation Timeline

July 2024

  • July 31 - HUD announced the FY24-25 CoC NOFO (via press release)
    • October 30, 2024 - due date for year one consolidated application 
    • August 29, 2025 - anticipated deadline for year two

July 2025

  • July 3 - HUD notified CoCs (via email) that it did not intend to proceed with the two-year NOFO 

November 2025

  • November 10 - NYC CoC opened the 2025 local competition
  • November 13 - HUD released the FY25 CoC NOFO
  • November 18 - NYC CoC hosted a NOFO Kickoff meeting
  • November 20 - Renewal intention survey released
  • November 21 - NYC CoC's early submission deadline for new projects
  • November 25 - A coalition of 19 states and two governors filed suit challenging the FY25 CoC NOFO
  • November 28 - Renewal intention survey due to the NYC CoC

December 2025

  • December 1 - NAEH and partner organizations filed additional litigation challenging the FY25 CoC NOFO
  • December 5 - NYC CoC's regular submission deadline for new projects
  • December 8 - HUD formally withdrew the FY25 CoC NOFO 
  • December 15 - All project applications due to the NYC CoC
  • December 19 - The two lawsuits were combined, and the judge granted a preliminary injunction. Later that evening (approximately 11:33 PM), HUD reissued the FY25 CoC NOFO
  • December 23 - Court issued a written preliminary injunction enjoining HUD from further rescinding or replacing the FY24–25 CoC NOFO (the two-year NOFO)
  • December 30 - HUD published an FY24-25 CoC NOFO Implementation Plan

January 2026

  • January 8 - HUD notified CoCs of its planned timeline for processing renewals under the FY24–25 CoC NOFO
  • January 9 - HUD reissued the FY24–25 CoC NOFO
  • January 16 - e-snaps fully opened

February 2026

  • February 9 - CoC's response to the FY24-25 CoC NOFO is due to HUD

March 2026

  • Late March - Awards will be announced by HUD

2025 Grant Inventory Worksheet (GIW)

The GIW (released 06.18.25) is a record of all grants within the NYC CoC's geographic area that are eligible for renewal funding in the 2025 NOFO. Click here to learn more about the GIW. All renewal projects (including 2024 NOFO awardees are required to approve their listing in the GIW (via survey) by 5pm on Tuesday, July 8th (07.08.25).

If changes are required, a GIW Change Form must be submitted to HUD and the NYC CoC. 

If a project intends to reallocate all or part of their grant, a formal letter must be submitted to the NYC COC.
