- Create a PASSPort Account at nyc.gov/passport
- PASSPort is the City's end-to-end procurement platform, designed to streamline every stage of the contracting process.
- PASSPort account status must be “filed.”

- Create and validate an account in the Payee Information Portal (PIP)
- The Payee Information Portal is a platform for service providers to register, view transactions, and get paid by the City.
- PIP account status must be “activated.”
- Submit an HHS Accelerator or Discretionary Prequalification Application in PASSPort
- Human services providers must be prequalified in order submit an RFP for most human service opportunities
- Prequalification application must be “Approved.”
