About MONS
At the Mayor's Office of Nonprofit Services (MONS), we're committed to more efficient, transparent, and collaborative nonprofit procurement.
Nonprofit contracting reform is a priority of the Adams Administration. During the 2021 transition, Mayor-elect Adams and Comptroller Lander convened a joint task force of nonprofit leaders, City and oversight agencies, and funders to identify solutions to the longstanding challenges in the nonprofit contracting process. This collaborative effort resulting in 19 recommendations, published in the report, A Better Contract for New York: The Joint Taskforce to Get Nonprofits Paid on Time.
Since then, MONS has worked across offices and agencies to implement the Joint Task Force's recommendations with a focus on accountability and measurable results. Impactful initiatives include:

Starting FY24, nonprofits can sign one 3-year contract per City agency, saving up to 9 months in processing time for recurring funding in the next two years.

Data and Performance Management
To remain responsive to the sector, MONS reviews and shares data on contract registration, budget approval, and invoice approval with agency Chief Nonprofit Officers on a monthly basis and produces quarterly high-level summaries for leadership on a quarterly basis, known as ContractStat. We also conduct a quarterly survey of nonprofit providers to gather feedback on MONS and agency partners’ customer service, responsiveness, and impact. Together, these initiatives foster a culture of accountability, partnership, and commitment to excellence

Fiscal Year 2026 Advances
In April 2025, the Adams Administration announced a $5B advance in FY26 to ease financial strain on nonprofits, delivering much-needed upfront resources to organizations that provide critical services to the most vulnerable New Yorkers.
