HPD released the New Utrecht Library and Affordable Housing Request for Proposals (RFP) on June 10, 2026. HPD and BPL invite developers to submit proposals for the redevelopment of New Utrecht Library in Brooklyn with a new state-of-the-art library alongside 100 percent affordable housing. Submissions are due no later than 4:00 PM on Friday, September 4, 2026.
An online pre-submission conference was held on Wednesday, July 1, 2026.
Responses to all questions and inquiries will be collectively provided in an addendum to be posted on this webpage. Any updates and/or additional communications regarding this RFP will also be posted on HPD’s website.

Interested parties that choose to download the RFP by submitting the form below must provide their contact information. Only those who provide their contact information will receive updates or additional communications regarding the RFP. The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.
All communications must be made in writing. If you intend to submit a proposal for this RFP, please send an email to NewUtrechtLibrary@hpd.nyc.gov to express an intent to submit by 4:00 PM on August 21, 2026.
