The NYC Department of Housing Preservation and Development (HPD) and Brooklyn Public Library (BPL) are collaborating on the redevelopment of New Utrecht Library to allow for a new state-of-the-art library along with 100% affordable housing. The redevelopment of the site will include the municipal parking lot next to the library that is operated by the Department of Transportation (DOT).
This project is part of the City’s “Living Libraries” initiative, which focuses on building new libraries and housing together to better support families and address the city’s housing crisis.
The existing library, which is owned by the City, was built in 1956 and has served the surrounding community for almost 70 years. The redevelopment will be initiated through a competitive process called a Request for Proposals (RFP) that asks developers to respond to a set of goals and guidelines that reflect community priorities.
Community priorities for the new library and affordable housing were established through an extensive community engagement process, which built on BPL’s previous engagement with New Utrecht Library patrons and culminated in the release of the Community Visioning Report.
Scroll down to read more about community engagement and how to provide your input! The RFP and public approval process can take several years to complete; there will be multiple opportunities for the public to share feedback before construction begins.
The branch will remain open to serve the public until construction begins. The City and BPL will ensure critical library services are not interrupted during construction.

The New Utrecht Library and Affordable Housing RFP was released on June 10, 2026. Submissions are due on September 4, 2026.
