Emergency Housing Voucher Transition

Families in good standing who are leasing a unit with an HPD Emergency Housing Voucher (EHV)  as of September 30, 2026, will be able to continue receiving rental assistance after the EHV program ends later this year. Although the EHV program is ending, their rental assistance will continue and will automatically convert to Emergency Housing Voucher-Tenant Protection Vouchers (EHV-TPV) under HPD’s Section 8 Housing Choice Voucher program. HPD will notify families once that process is complete.  On October 15, 2026 at 6pm, HPD will hold an information session for participants.  Families in the program can join by clicking on this meeting link at 6pm on October 15.

EHV Transition to EHV-TPV – Overview

What does this new information mean for me?

If you were a participant in good standing in HPD’s EHV program and were leasing a unit as of September 30, 2026, and continue to remain in good standing, your subsidy will transition to an EHV Tenant Protection Voucher (EHV-TPV). You do not need to do anything to change your EHV assistance to an Emergency Housing Voucher-Tenant Protection Voucher.

You will receive a letter from HPD once your EHV subsidy has successfully converted to EHV-TPV. The rental assistance payment received by the owner of your unit will continue as EHV-TPV subsidy rather than a payment from the EHV program.

What is a Tenant Protection Voucher?

Tenant Protection Vouchers are a type of Section 8 Housing Choice Voucher that help families who were receiving other federal rental assistance that ended and need assistance to continue living in their homes. Because EHV assistance is ending, HUD is making EHV-TPV available to eligible families to make sure that they are not at risk of homelessness. No application is required.

With EHV-TPV, families will continue to pay approximately 30% of their adjusted monthly income toward rent. EHV-TPV will cover the rest up to HPD’s payment standard according to Section 8 program rules.

Am I eligible for EHV-TPV?

This assistance is only available to families who are participants in HPD’s EHV program. If you were a participant in good standing in HPD’s EHV program on September 30, 2026 and were leasing a unit with assistance, your subsidy will automatically be converted from EHV to EHV-TPV. You do not need to take any action. HPD will notify you once this process is complete.

  • If you previously were a participant in HPD’s EHV program but have since been admitted to the HOME TBRA program, you are not eligible for EHV-TPV. If HPD sent you a Rent Breakdown Letter for the HOME TBRA program, your subsidy has been converted to HOME TBRA and you will continue to receive HOME TBRA subsidy.

  • If your subsidy was terminated from the EHV program prior to September 30, 2026, you are not eligible for EHV-TPV.

  • If you are participating in the New York City Housing Authority’s (NYCHA) EHV program you are not eligible for EHV-TPV from HPD and should contact NYCHA about your subsidy.

Will EHV-TPV funding run out?

Unlike the EHV program, EHV-TPVs are funded as part of the Section 8 program and do not have a set end date. Families will receive EHV-TPV rental assistance as long as they follow HPD’s Section 8 program rules and have rent that is more than 30% of your income.

You can find a description of program rules under HPD’s Section 8 Housing Choice Voucher (HCV) Rights and Responsibilities here: https://www.nyc.gov/site/hpd/services-and-information/section-8-rights-and-responsibilities.page

How is EHV-TPV different from EHV?

To be eligible for EHV-TPV, you must have been a participant in good standing  in HPD’s EHV program on September 30, 2026 and leasing a unit with assistance. With EHV-TPV, you become a participant in HPD’s Section 8 program, which does not have an end date. You will remain in the program as long as your household has rent that is more than 30% of your income and you are in good standing with your responsibilities under the Section 8 program.

The EHV program is time limited, the EHV program ends December 31, 2026 – that means that as a participant in HPD’s EHV program, your EHV assistance had an end date.

HOME Tenant-Based Related Assistance (TBRA) Related Questions

What happens to my application for HOME TBRA?

If you responded to HPD’s offer for HOME TBRA as an alternate subsidy program, that application will be closed. With an EHV-TPV, families are no longer considered at risk of homelessness, which means they are no longer eligible for HOME TBRA. HPD has stopped processing HOME TBRA applications.

If you have been issued a HOME TBRA coupon, it is void and you are not eligible to search for housing with that subsidy.  If a HOME TBRA Rental Assistance Contract was issued, but not signed by HPD, it is void. You will be assisted with EHV-TPV if you are in good standing and were leasing a unit with EHV assistance as of September 30, 2026.

If you did not respond to HPD’s offer for an alternate subsidy program, or if your application for HOME TBRA was denied and you are in good standing and were leasing a unit with EHV assistance as of September 30, 2026, you will be assisted with EHV-TPV. This means you will no longer lose your subsidy when the EHV program ends on December 31, 2026.

How is EHV-TPV different than the HOME Tenant-Based Rental Assistance (HOME TBRA) that I applied for?

When the U.S. Department of Housing and Urban Development (HUD) announced that the EHV program would end early, it did not provide an alternate solution for EHV program participants. HPD identified the HOME Tenant-Based Rental Assistance (HOME TBRA) program as an alternate resource for affected EHV participants and invited them to apply.

Key program differences:

  • Applications were required for HOME TBRA because HOME TBRA is a different subsidy program. There are no applications for EHV-TPV because both EHV and EHV-TPV are part of the same Section 8 program. Instead, for households in good standing that leased a unit with EHV assistance as of September 30, 2026, EHV subsidy will automatically convert to EHV-TPV under HPD’s Section 8 Housing Choice Voucher program.

  • Moves outside of New York City are not allowed under the HOME TBRA program. With an EHV-TPV, participants follow Section 8 program rules and may move outside of NYC.

  • For more information about the differences between HPD’s EHV-TPV program, EHV program and HOME TBRA program, please refer to the program comparison chart found at nyc.gov/hpd-ehv-transition

  • You can review the program comparison chart for more detailed comparison of the programs.

Why is HPD now telling me I don’t have to do anything to keep my subsidy?

When HPD found out in March 2025 that the EHV program would end earlier than expected, we worked hard to find an alternate subsidy for your family. At that time,  Section 8 Housing Choice Vouchers were not available. HPD identified the HOME TBRA program, which required that you submit an additional program-specific application.

While we were processing those applications, issuing coupons and working with property owners to complete HOME TBRA Owner Packages, the U.S. Department of Housing and Urban Development notified HPD that it is making Tenant Protection Vouchers available for families leasing a unit with EHV assistance as of September 30, 2026. Another application is not needed because both EHV and EHV-TPV are part of the Section 8 program and participants will be continually assisted under the program.

How do I know HPD won’t tell me something different next month?

The EHV program will end by December 31, 2026. Before that happens, the U.S. Department of Housing and Urban Development has made remaining EHV participants eligible to convert to EHV-TPV if they were leasing a unit as of September 30, 2026. EHV-TPV is part of the Section 8 Housing Choice Voucher (HCV) program but unlike the EHV program, which was initially funded for ten years but ended earlier due to lack of program funds, the Section 8 HCV program does not have a time limit.

What happens with my HOME TBRA application?

If you applied for HOME TBRA but did not yet receive a Rent Breakdown Letter for the HOME TBRA program, you are no longer eligible for HOME TBRA assistance. HPD will convert your EHV subsidy to EHV-TPV if you are in good standing and were leasing a unit with EHV assistance as of September 30, 2026.

Your HOME TBRA application is closed. This includes, for example, families who have submitted complete HOME TBRA applications, responded to requests to provide additional information, have scheduled a HOME TBRA briefing appointment, have received a HOME TBRA coupon, or have submitted a HOME TBRA Owner Package. HPD is no longer processing HOME TBRA applications for EHV households.

What if I was already admitted to the HOME TBRA program?

If you have received a Rent Breakdown Letter for admission to the HOME TBRA program, you have transitioned to the HOME TBRA program and you are not eligible for EHV-TPV under HUD rules. You will receive ongoing rental assistance under HOME TBRA for at least the next two years. Subject to funding availability, you may be eligible to renew the HOME TBRA assistance for another two years.

What if I did not submit a HOME TBRA application or my application was denied?

If you did not submit a HOME TBRA application or your HOME TBRA application was denied, and   if you are in good standing and were leasing a unit with EHV assistance as of September 30, 2026, your subsidy will convert to EHV-TPV.

What happens next?

What will my share of the rent be?

Your family share, or responsibility for the rent, will remain the same as it was under the EHV program. You should only pay the family share listed on your most recent Rent Breakdown Letter to the property owner.

Can I use EHV-TPV to stay in my current unit?

Yes, you may remain in your current unit. You will receive another letter from HPD once your EHV subsidy has successfully converted to EHV-TPV. At that time, the rental assistance payment received by the owner of your unit will continue uninterrupted, as an EHV-TPV subsidy rather than a payment from the EHV program.

Your unit does not need an additional Housing Quality Standards inspection to convert your EHV rental assistance to EHV-TPV.

Can I move with my EHV-TPV subsidy?

After you have been transitioned to EHV-TPV, you may request to move within New York City or port outside of New York City, following HPD’s Section 8 move process.  If you have an emergency need to move, please use the Emergency Move Request Form to make that request.

If you are already moving with your HOME TBRA coupon and  HPD issued an approval notice to move in, HPD will work with the property owner to lease you up in that new unit under the EHV program.

If you have a HOME TBRA coupon and submitted a HOME TBRA Owner Package to HPD for a new unit prior to October 16, 2026 HPD will process that package.  HPD will attempt to process that request, but it may be delayed due to the conversion of subsidy from EHV to TPV.

To complete the conversion to EHV-TPV, HPD must temporarily suspend making any other changes to cases. For this reason, any moves not approved by HPD (HAP contract executed) in October will be suspended until the transition to EHV-TPV is completed and will have an effective date of December 15, 2026 or later.

If you have a HOME TBRA coupon and you are not able to move into an assisted unity by 10/31/2026,  you are no longer eligible to search for housing. You should suspend your housing search until you have been transitioned to EHV-TPV and after you receive notice that has been complete, you may request to move under EHV-TPV by submitting the Move Request Form.

Will the property owner or management company for my unit be advised of this new program?

Yes, HPD is reaching out directly to all property owners of units receiving EHV subsidy as of September 30, 2026 to inform them of this change.

Can property owners refuse to accept an EHV-TPV?

Under New York City Human Rights Law, it is illegal for property owners to discriminate against applicants because they have an EHV-TPV or any other type of rental assistance. More information is available here: https://www.nyc.gov/site/cchr/media/source-of-income.page.

If you believe you were denied housing because of your EHV-TPV, call 311 and ask for the NYC Commission on Human Rights, or fill out this form to report discrimination: https://www.nyc.gov/site/cchr/about/report-discrimination.page.

What are the requirements of EHV-TPV?

There are no requirements to convert your EHV subsidy to EHV-TPV as long as you are in good standing and were leasing a unit with EHV assistance as of September 30, 2026.  To remain in good standing with the Section 8 program, you must continue to comply with HPD’s Section 8 program responsibilities and have a rent burden. Section 8 program responsibilities can be found here: https://www.nyc.gov/site/hpd/services-and-information/section-8-rights-and-responsibilities.page.
