Registration

All SADCs are required to register with NYC Aging before operating in New York City. SADCs are also required to keep their information with NYC Aging up to date. Changes to information must be submitted no later than the effective date of the changes. (This requirement is separate from and in addition to any certifications required by the Office of the Medicaid Inspector General or other oversight entities.)
All SADCs are required to notify NYC Aging within 30 days of ceasing operation.
An SADC that has not operated for 6 months or more must immediately notify NYC Aging. In order to resume operation, that SADC must submit a new registration and pay the $900 registration fee.

Laws, Rules, & Standards

Pursuant to Section 21-204 of the Administrative Code of the City of New York (“the Administrative Code”), all SADCs operating in New York City must register with NYC Aging and comply with all other relevant laws and rules, including but not limited to the New York State Office for the Aging Program Standards and Participant Rights and Chapter 2 of Title 69 of the Rules of the City of New York (“RCNY”). The Administrative Code authorizes and requires NYC Aging to regulate SADC programs and receive and investigate complaints about them. It also authorizes NYC Aging to issue notices of violation against SADCs that do not comply with the relevant laws and rules.

Signage

All SADCs are required to post a sign that includes the contact information for the Department for the Aging (“NYC Aging”) SADC Ombuds Office and a sign that outlines participants’ rights. Both must be posted in plain view. You can download them below.
