UPDATE

Local Law 10 of 2026 goes into effect May 3, 2026, requiring mental health and wellness, suicide risk and prevention and alcohol and substance misuse topics to be added to Site Safety Training (SST). Additional information includes:

  • Course Providers should use the requirements for 2-Hour Mental Health Awareness, a new course that replaces 2-Hour Drug and Alcohol Awareness. Providers will have 90 days after the effective date to design the new course. During the 90-day period, course providers may deliver either 2-Hour Mental Health Awareness or 2-Hour Drug and Alcohol Awareness to satisfy the requirements of a new SST card. After the 90-day period, 2-Hour Drug and Alcohol Awareness will be retired and may no longer be delivered as part of SST. Holders of active SST cards do not need to retake this course.
  • For SST cards that expire on or after May 3, workers may renew their expired SST cards up to 1 year after the card’s expiration. Workers will still not be able to use their card on-site until it is renewed.
  • Beginning May 3, 2026, 40-Hour Site Safety course acts as an equivalent to 30-Hour OSHA training.

Local Law 196

As a requirement of Local Law 196 of 2017 in order to work on a site that requires a Site Safety Plan and a designated Construction Superintendent, Site Safety Coordinator, or Site Safety Manager:

  • Workers must be able to submit a Site Safety Training (SST) card demonstrating proof that they have received a minimum of 40 hours of safety training defined by the Department.
  • Supervisors (Site Safety Managers, Site Safety Coordinators, Construction Superintendents, and Competent Persons) must be able to submit a Supervisor Site Safety Training (SST) card demonstrating that they have received a minimum of 62 hours of safety training defined by the Department.

NYC construction workers and supervisors can complete their Site Safety Training (SST) courses through any DOB-Registered Course Provider authorized to issue SST cards. SST cards are valid for five years from the date of issuance.

Local Law 196 of 2017 requires that construction and demolition workers on job sites with a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must have a total of 40 hours of training.

Workers who have taken 10-Hour or 30-Hour OSHA in the past 5 years are eligible for a Site Safety Training (SST) Temporary Card, valid for 6 months, during which time the worker must complete the rest of their outstanding training for a Site Safety Training (SST) Worker Card.

Required Training for Competent Persons

A Site Safety Training (SST) Supervisor Card is required if you serve as the competent person, as specified by Section 3301.13.12 of the New York City Building Code. This section requires a Construction Superintendent to designate a Competent Person for each job site they are responsible for and that the designated Competent Person is always present at the job site where active work occurs.
