National Crane Certification Requirements for NYC HMO Licenses
To obtain or renew a Hoisting Machine Operator (HMO) License you must possess national certifications specific to the type of machinery authorized to be operated by your HMO license. National certifications are obtained by passing written and practical examinations. Each class of HMO license requires a different set of certifications, so please read this information carefully.
Certifications listed as required must be maintained throughout the duration of the license term. Equipment listed under the additional certifications cannot be operated unless the licensee possess the additional certification and that certification has been reported to the department and is listed on the HMO license.
At present, the department recognizes certifications issued by the National Commission for the Certification of Crane Operators (NCCCO). For a mini crane limited HMO license, the department also recognizes certifications issued by the National Center for Construction Education & Research (NCCER).
HMO Class A Certification Requirements
Required Certifications
To obtain or renew a Class A Hoist Machine Operator license, you must show a valid NCCCO certification card with the following three (3) required certifications:
- Telescopic boom cranes (swing cab) (TLL)
- Telescopic boom cranes (fixed cab) (TSS)
- Lattice boom crane (LAT)
NOTE: If the applicant wishes to be authorized to operate a friction crane, one of the practical exams must have occurred on a friction crane. See 1 RCNY §104-09 for more details.
Additional Certifications
In addition to holding the three above certifications:
- To operate a tower crane, the applicant must additionally show a valid NCCCO certification card containing the following certification:
- To operate an articulating boom crane, the applicant must additionally show a valid NCCCO certification card containing one of the following certifications:
- Articulating Boom Crane (ABC)
- Articulating Boom Crane w/Winch (ABW)
- Articulating Boom Loader (ABL)
NOTE: The applicant will be limited to the operation of only those types of articulating boom cranes within the scope of the certification held.
- To operate a dedicated pile driver, the applicant must additionally show a valid NCCCO certification card containing the following certification:
- Dedicated pile driver (DPD)
- To operate a rotating (roto) telehandler, the applicant must additionally show a valid NCCCO certification card containing the following certification
- Rotating telehandler (THR)
HMO Class B Certification Requirements
Required Certifications
To obtain or renew a class B Hoist Machine Operator, you must show a valid NCCCO certification card with the following four (4) required certifications:
- Telescopic boom cranes (swing cab) (TLL)
- Telescopic boom cranes (fixed cab) (TSS)
- Lattice boom crane (LAT)
- Tower crane (TWR)
NOTE: The practical exam for the lattice boom certification must have occurred on a friction crane. See 1 RCNY §104-09 for more details.
Additional Certifications
In addition to holding the four above certifications:
- To operate an articulating boom crane, the applicant must additionally show a valid NCCCO certification card containing one of the following certifications:
- Articulating Boom Crane (ABC)
- Articulating Boom Crane w/Winch (ABW)
- Articulating Boom Loader (ABL)
NOTE: The applicant will be limited to the operation of only those types of articulating boom cranes within the scope of the certification held.
- To operate a dedicated pile driver, the applicant must additionally show a valid NCCCO certification card containing the following certification:
- Dedicated pile driver (DPD)
- To operate a rotating (roto) telehandler, the applicant must additionally show a valid NCCCO certification card containing the following certification:
- Rotating telehandler (THR)
HMO Class C Certification Requirements
Required Certifications
To obtain or renew a Class C license, you must show a valid NCCCO certification card with the following two (2) required certifications:
- Telescopic boom cranes (swing cab) (TLL)
- Telescopic boom cranes (fixed cab) (TSS)
NOTE: Should an applicant or licensee wish to operate a friction crane, they must pass at least one of the certification exams on a friction crane. See 1 RCNY §104-09 for further details.
Additional Certifications
In addition to showing a valid NCCCO certification card containing the two above certifications:
- To operate an articulating boom crane, the applicant must additionally show a valid NCCCO certification card containing one of the following certifications
- Articulating Boom Crane (ABC)
- Articulating Boom Crane w/Winch (ABW)
- Articulating Boom Loader (ABL)
NOTE: The applicant will be limited to the operation of only those types of articulating boom cranes within the scope of the certification held.
- To operate a dedicated pile driver, the applicant must additionally show a valid NCCCO certification card containing the following certification:
- Dedicated pile driver (DPD)
- To operate a rotating (roto) telehandler, the applicant must additionally show a valid NCCCO certification card containing the following certification:
- Rotating telehandler (THR)
Limited HMO Certification Requirements
Required Certifications
To obtain or renew a Limited Hoisting Machine Operator license, the applicant must possess relevant certifications issued by the National Commission for the Certification of Crane Operators (NCCCO).
- For limited articulating boom crane license, at least one of the following certifications are required:
- Articulating Boom Crane (ABC)
- Articulating Boom Crane with Winch (ABW), or
- Articulating Boom Loader (ABL)
NOTE: The applicant will be limited to the operation of only those types of articulating boom cranes within the scope of the certification held.
- For limited boom truck license, the following certification is required:
- Telescopic Boom Crane (fixed cab) (TSS)
- For limited mini crane license, the following certification is required:*
- Telescopic Boom Crane (fixed cab) (TSS)
- For limited sign hanger license, the following certification is required:
- Telescopic Boom Crane (fixed cab) (TSS)
- For limited telehandler license, the following certification is required:
- Rotating Telehandler (THR)
* In lieu of obtaining the NCCCO certification, the applicant for a mini crane limited HMO license may instead possess a certification from the National Center for Construction Education and Research (NCCER) that authorizes the operation of a telescopic boom.
Additional Certifications
- Limited boom truck HMO licenses may operate an articulating boom crane and a rotating telehandler.
- Limited mini crane HMO licensees may operate a mini crane with an articulating boom.
NOTE: An articulating boom mounted to a commercial truck chassis (boom truck) is not considered to be a mini crane.
- Limited sign hanging crane HMO licensees may operate an articulating boom crane to perform sign hanging work.
- To operate an articulating boom crane, the applicant for a boom truck, mini crane, or sign hanging limited HMO license must additional show a valid NCCCO certification card containing one of the following certifications:
- Articulating Boom Crane (ABC)
- Articulating Boom Crane w/Winch (ABW)
- Articulating Boom Loader (ABL)

- To operate a rotating (roto) telehandler, the applicant for a boom truck limited HMO license must additionally show a valid NCCCO certification card containing the following certification:
