Project Categories: Renovations - Residential & Community Facilities

Residential as outlined in BC 310.1, and Community Facilities as defined in the Zoning Resolution, include the following:

  • Hotels, Motels and College Dormitories (occupancy classification R-1): Residential buildings with more than two (2) dwelling units, including transient occupancies such as hotels and motels; college dormitories; supervised non-profit community facility congregate living adult homes and homeless shelters.

  • Apartment Buildings and similar Apartment Living (occupancy classification R-2): Residential buildings with more than 2 dwelling units including: apartment buildings; supervised, for-profit, congregate living adult homes; long-lease hotels; student apartments; convents and monasteries with over 20 occupants; etc.

  • 1 and 2-Family Homes, Group Homes and similar (occupancy classification R-3): Buildings with no more than two dwelling units, convents and monasteries with fewer than 20 occupants, group home community facilities in 1 or 2-family buildings.

Renovation of a Residential and Community Facility may involve remodeling, renewal of an outdated or damaged structure or associated equipment and materials, or partial demolition and any reconfiguration or replacement of interior partitions. Building renovations may also include the installation, repair or replacement of building systems, exterior façade, sidewalk vaults, etc.

  • Any construction work on an existing building that requires the issuance of an amended or new Certificate of Occupancy is not considered a renovation and must be submitted as an alteration.

  • Changes resulting in alteration to path(s) of egress require the issuance of a new Certificate of Occupancy per AC 28-118.3.3.

  • Changes in the occupant load posted on the Certificate of Occupancy mandates a new or amended Certificate of Occupancy per AC 28-118.3.2.

A Residential and Community Facility renovation project could be a complete gut or a partial renovation of the building, provided no new Certificate of Occupancy is required, and may include:

  1. Entire Building Gut Renovation

    Renovation and/or remodel of the interior of an entire existing building, consisting of complete removal, replacement or reconfiguration of: interior partitions and walls, the removal and replacement of ceiling systems and/or floor finishes, the replacement of interior doors and frames, the replacement of building plumbing, sprinkler, mechanical and electrical systems, modifications to the existing structure and exterior wall systems (which may involve window and exterior door replacement), building facade work and new exterior wall insulation, the replacement of existing roof systems, the replacement of interior cabinetry (millwork), the painting of rooms and common areas, etc.

  2. Moderate Renovation

    Substantial renovation of existing building space, but less than a gut renovation as described above. The improvement of portions of interior building space may include multiple floors or portions of floors; interior work with new or relocated partitions, doors, ceiling systems, floor finishes; modification, addition, or repair to a building’s plumbing, sprinkler, and/or electrical systems; the upgrade, enhancement or replacement of mechanical systems; exterior work such as the repair or replacement of doors, exterior windows, roofs, exterior siding, etc.

  3. Minor Renovation

    Renovation of limited space within an existing building that is less than moderate renovation consisting of one or more of the items in moderate or gut renovation.

Project Notes:

  • Renovation projects may be combined to form a larger scope of work on a project.
