Accessible Vehicle Requirements

Effective July 20, 2024, for FHV wheelchair accessible vehicles, only accessible vehicles from the approved list below can be used.

Submission of Accessible Vehicle for Approval list

If you are a manufacturer of an Accessible vehicle or second-stage manufacturer modifier, that requests to add your vehicle to the approved list, review requirements at TLC Rules section 59C-04 - Specifications for Accessible For Hire Vehicles.

You will be required to present a vehicle that:

• Meets ADA specifications. Refer to eCFR :: 49 CFR Part 38 -- Americans with Disabilities Act (ADA) Accessibility Specifications for Transportation Vehicles
• Underwent Crash testing and provide a detailed and summary report of FMVSS Testing Performed  FMVSS standards are located at: Title 49, Subtitle B, Chapter V, Part 571, Subpart B, Section….(126, 135, 206, 208, 207, 210, 214, 216, 225,301, 305, etc)
• Underwent CARB testing and has CARB Executive Order for modified vehicle. New York State follows emissions standards set by California Air Resources Board. If CARB testing is not done, a detailed explanation on the modifications with schematics of OEM and modified emissions systems will be required. This document will be shared with environmental regulatory agencies. The review of the documents will delay the approval process.
• Provide potential sales, support and services channels and outlets.
