Senior Citizen Rent Increase Exemption (SCRIE) Forms

How to Apply

Download and submit the appropriate form from the list below.

New applicants: Use the SCRIE initial application.
Renewing applicants: Use the SCRIE renewal application or, if you have been in the program for five or more consecutive benefit periods, the short-form renewal application.
To update your information or take other actions: Choose the appropriate document from the "Other forms and applications" list.

Initial Application

Use these applications if you are applying for SCRIE for the first time:

SCRIE Renewal Application (Short Form): Use this form if you have been approved for SCRIE for at least five consecutive benefit periods.

Other forms and applications

Apartment Benefit Transfer Application: Use this form if you have moved into another rent-regulated unit and would like to transfer your SCRIE benefit.
Appeal Application: Use this form to appeal a decision made by SCRIE.
Benefit Takeover Application: Use this form to apply for a takeover of the SCRIE benefit from a current SCRIE beneficiary who has permanently left the household.
Certification of No Renewal Lease Form: Use this form in place of a lease if you have not received a lease from your landlord.
Redetermination Application: Use this form to apply for a redetermination of your frozen rent amount if you had a permanent loss of 20% or more of your household income since your last approved application.
Rent Freeze Change Form - Use this form to notify the Department of Finance of a change in your household or select a new tenant representative.
SCRIE/DRIE Tenant Representative Opt-Out Form: Use this form if you no longer wish to be a tenant representative.
SCRIE <--> DRIE Transfer Application: Use this form to transfer out of one Rent Freeze program and into the other.
Tax Abatement Credit (TAC) Adjustment Application: Use this form to apply for an adjustment to your TAC amount.

If you need help accessing Department of Finance (DOF) programs and services or need more time because of a disability or physical or mental impairment, you can request additional time to file or obtain other assistance.

To request more time or other assistance, you may call 311, write to DOF, schedule a virtual appointment or complete a "Request for an Extension of Time Due to a Disability or Physical or Mental Impairment." This form is also available by contacting 311. You may need to submit medical documentation supporting your request.

If an extension of time or other request for assistance is approved, you will need to submit all renewal documents and meet all of the program's eligibility requirements.
