Programs

DOP works to expands opportunities for those on probation and provide a number of programs, and resources in partnership with the Mayor’s Office for Economic Opportunity, other City agencies, community-based organizations and foundations to provide programs and policy initiatives that focus on neighborhoods with high concentrations of people on probation.



Young Mens Inititive (YMI)

Launched in August 2011, the New York City Young Men's, the New York City Young Men's Initiative (YMI) continues to be committed to addressing disparities faced by young men of color in New York City across the areas of education, employment, health and justice. The Initiative focuses on the following key areas:


  • Increasing literacy.
  • Improving graduation rates and workforce readiness.
  • Protecting youth from violent crime.
  • Building stronger relationships between the community and law enforcement.


The New York City Department of Probation is one of dozen city agencies that YMI is invests in programs with. The programs connect young men to educational, employment, and mentoring opportunities. The Mayor’s Office of Economic Opportunity, which was implemented to reduce poverty in innovative ways, is responsible for overseeing implementation and evaluation for many of the programs within YMI.

Through these programs NYC Probation helps build stronger and safer communities by working with and supervising people on probation, fostering positive change in their decision-making and behavior, and expanding opportunities for them to move out of the criminal and juvenile justice systems through meaningful education, employment, health services, family engagement and civic participation.

Neighborhood Employment Services Program

In partnership with the Department of Probation (DOP) and the Center for Employment Opportunities  (CEO), this program supports community upkeep and employment through the Neighborhood Employment Services Program.

The program deploys work crews across various NYCHA developments. These crews play a key role in maintaining clean and safe environments by:

  • Cleaning corridors and common areas
  • Recycling and properly discarding trash
  • Raking and bagging leaves
  • Cleaning playgrounds and outdoor spaces
  • Helping clean and restore abandoned apartments

Employment-Focused Services

Designed for young adults ages 18–30 with moderate to high employment or educational needs, Employment-Focused Services helps participants gain real-world experience and build a path toward long-term employment.

The program provides Transitional Work and job connection opportunities:

  • Maintenance and cleaning (e.g., streets)
  • Neighborhood improvement projects (including NYCHA developments)
  • Direct job placements with partnering employers

Participants receive up to 75 days of subsidized employment, working up to 4 days a week, 7 hours per day, throughout the year. This hands-on experience not only builds job skills but also supports a smoother transition into the workforce.

Eligibility:

  • 18-30 years old 
  • Moderate to High-Risk for recidivism and obtaining employment 
  • Adult Probation [& older Juvenile Probation youth]

Adolescent Portable Therapy (APT)

APT clinicians provide intensive, strength-based individual and family therapy directly in the young person's home and community, meeting families where they are to offer meaningful support.

This program focuses on:

  • Addressing substance use
  • Improving family communication and functioning
  • Supporting mental health needs
  • Challenging beliefs and behaviors linked to continued justice involvement

Services are typically provided over 4–5 months and are completely free of charge to families.

Eligibility:

  • 12-24 years old 
  • Juvenile and Adult probation

Parent Support

Families receive personalized, one-on-one guidance, along with access to monthly workshops designed to inform, empower, and connect them with helpful resources. In addition to support within the Parent Support Program, families are also linked to benefits and services beyond DOP.

Support is available on-site at all Family Court locations, offering in-person assistance when it’s needed most. Plus, Parent Coaches are available 24/7 to provide ongoing guidance and encouragement.

These services are available throughout the entire duration of a young person’s involvement with DOP — ensuring families never have to navigate the process alone.

PEAK 

Pathways to Excellence, Achievement, and Knowledge

PEAK (Pathways to Excellence, Achievement, and Knowledge) Centers offer a safe, supportive after school environment designed to reduce recidivism and prevent out-of-home placements for youth ages 
16–19.

The six-month, stipend-based program guides participants through three structured phases:

  • Phase 1 (Weeks 1–12): Career exploration
  • Phase 2 (Weeks 13–20): Service learning and group-based activities
  • Phase 3 (Weeks 21–24): Transition planning with a focus on employment readiness

Throughout the program, participants receive educational support, build job readiness and life skills, explore positive self-expression, and strengthen family relationships—all to help them transition successfully into adulthood.

ICM Plus+ Mentoring

ICM Plus+ is a 6- to 9-month, evidence-based mentoring program for youth ages 13–18 who are on Intensive Community Monitoring (ICM), High-Risk Supervision, or Adjustment with the Department of Probation (DOP).

The program is designed to help young people strengthen emotional and behavioral regulation through consistent, supportive relationships and skill-building opportunities. Each participant engages in:

  • Two weekly group sessions (1–2 hours each)
  • One weekly one-on-one mentoring session (1 hour)
  • 24/7 access to a dedicated mentor

Mentors are carefully selected from the young person’s own community and share relatable life experiences. In addition to structured sessions, participants take part in trips and events that encourage positive social development and help them build strong, pro-social connections.
